WHEREAS, The Committee on Lands, composed of the Mayor, the Purchasing
Agent, and the Commissioner of Public Works of the City of Saint Paul, has
secured an agreement for the purchase of that certain property described as
follows: �
The west one hundred fifteen (W 115) feet of the south
thirty-five (S 35) feet of the north one hundred twenty
(N 120) feet of Lot (1) , Irvines Addition of Outlots to
the Town of St. Pau1, acc.
WI�REAS, The property described therein is necessary for the opening
and widening of the Arch-Pennsylvania Highway from Lafayette Road to Payne
Avenue, and the price at which the property may be purchase�is at the total
amount of $9,700, a fair and reasonable price according to the appraisal
obtained by the Committee on Lands; and
WI�REAS, Said Committee has recommended the purchase of said property
at the price stated above, as evidenced by the letter of said Committee
submitted herewith; r�ow, therefore, be it '
RESOLVED, That pursuant to Section 303 of the Charter of the City of
Saint Paul, the Council of the City of Saint Paul does hereby authorize ,
the purchase of the land described as:
The west one hundred fifteen (W 115) feet of the south
thirty-five (S 35) feet of the north one hundred twenty
" (N 120) feet of Lot (1) , Irvines Addition of Outlots to
the Town of St. Paul, acc.
RESOLVED Further that the proper c�ity officials are hereby authorized
and directed to pay to Minneapolis Federal Savings and Loan Association,
record fee owner, Casci Decorators, apparent non-record owner, and Pedro S.
and Rose Madrid, contract for deed vendees, the sum of $9,700, said sum to
be paid to the aforesaid vendors from PIR Fund 6000, to be reimbursed from ,
Bond Fund No. 7200-ST-32, upon their furnishing an abstrac`t of title con- '
tinued to date evidencing goQd marketable title in the aforesaid vendors,
and the total payment to be made upon tender by said parties of appropriate
deeds conveying title to said property to the City of Saint Pau1.

Gentlemen: '
The City of Saint Paul, acting through its Valuation Engineer,
has negotiated to purchase certain property described as follows;
The west one hundred fifteen (W 115) feet of the south
thirty-five (S 35) feet of the north one hundred twenty
(N 120) feet of Lot (1) , Irvines Addition of Outlots to
the Town of St. Pau1, acc.
The contract owners of the above described lands, Pedro S. and
Rose Madrid, have accepted an offer tendered them by the City
in the amount of $9,700 as compensation for the sale of the said
land to the City. - �

This property, including land and buildings, is needed by the
City` of Saint Paul for right-of-way for the Arch-Pennsylvania
Highway. In view of the reasonable price for which it can be
p`urchased, said price being the appraised fair and reasonable
market value thereof, we, the Committee on Lands, do recommend
to the Council of the City of Saint Paul that it authorize the
purchase of said land in lieu of condemnation proceedings at
the price of $9,700 as negotiated with the owners. �
