WHEREAS, the Department of Fire and Safety Services is seeking a grant to purchase equipment and provide
training and exercises for the Fire DepartmenYs Regional Hazardous Materials Response Team, and
W HEREAS, pu6tic safety officials from the City of Saint Paul have dilige�tly worked with pubiic safety o�ciafs
throughout the state to buiid a statewide hazardous materials response capabilify in order to preserve the life
and safety of citizens and to satisfy eiements of the State Homeland Security Strategy, and
s WHEF2EAS, the maintenance of the Regional Hazardous Materiafs Response Team operated by the
s Department of Fire and Safety Services ensures a continued technical capability avaifable to the citizens of
io Saint Paut, a response capabifity availabie statewide via a contract-forvservices, and achieves specific goais

A. Overview of the Programs
Sased upon Yhe resulfs of the Funding Task Force Report, the graat application
process has been coasolidated into fhe six grant progsams wifhsn FY05 HSGQ.
This integration encourages regiona} preparedness efforts. RegionaP re#ers to
multi-state or sub-state geographic areas that func6on as regions. DtiS intends
to guide state and locai security aad preparedness efforts toward a project-
oriented process to address common measurable objectives. Security and
preparedness offtciais at ali levels should seelc oppoRunities to leverage funds
from muifipie sources and noY restrict their activities to federai funding alone.
B. Progrem Gaidance

SfiSP, UASI, LETPP, and MMRS: Each state shali obligate at least 80°!0 of the
total grant program amount to 1oca1 units of government for each program within
60 days of award date.

the state retains up to 20°/a of the MMRS program funding

Objectives with ali pertinenf locai, state and tribai emergency responder disciplines includir�g
public heaith, Yransit, and port authorities.
!n FY06 as part of the ongoing HSPD-8 implementation, OHS and HHS wiil look to states to
further sk�engthen coordinat+on among state agencies responsibfe for administering federaf
preparedness grants.
GiGzen Coordination
In support of the existing goais and objectives of the current SHSS and as
strategies are revised, states must include an integrated approaah to engaging
citizens in prepared�ess, training, exercises, and voiunteer support for
emergency responder through the CCC. States are encouraged to fuily leverage
NSGP resources to accomp(ish fhis goaf.
Private Sector CoordinaCian
Gran#ees ars encouraged to collaborate with fhe private seetor to ieverage
private sector initia6ves, resources, and capabilities.
Federal Fiscai Support and OversiqMt
The Office of Justice ?tograms {OJP) Office of the Comptroiler (OC) wili continue
Yo provide fiscal support and oversight of the grant programs.
DHS will be estabiishing its own Office of Grant Operations (OGO) wifhin ODP
during FY05.

provided in the course of grant management activities is su6ject to requests

Recipients of ODP funding are required to compiy with several federai civii righis

C. Aliowable Costs Guidance
Aliowable cosfs are divided into Planning, Organization, Equipment, Training,
Exercise, and M&A.
M8�A Costs Guidance
� SHSP, UASI, LETPP, CCP, MMRS: Maximum of 3% of the total
amount aifocated to the state for each program may be retained
at the state level, included in fhe tota! funds retained by the state.
�ocal jurisdiction sub-grantees may retain a maximum of 2.5°!0 of
their subaward from the state.
0 EMPG: EMA may use up to 3% of the s#afe's ailocation, local
sub-grantees may use 2.5°/a of their aliocation #or M&A.
Operational Costs Guidance
❑ LETPP: State & local jurisdictions may use up to 25°la of funds to
support operationa! overtime costs at Code Orange associated
with i�creased security measures at criticai infrastructure s'stes.
� UASI: State 8 local jurisdictions may use up to 25% pf fiands to
suppo�t operational overtime costs at Code Orange associated
with increased security measures at criticai infrastructure sites
within UASI jurisdictions.
• Of the 25%, up to 10°/n may be used to suppott
operationai overtime costs incurred at Code Yellow DR
Orange associated with i�creased security measures at
critical infrastructure sites wifhin UASI jurisdictions_
• The remaining 9 5% may be used to support operational
overtime costs incurred ONLY at Code Orange
associafed with increased security measures at critical
infrastructure sites within UASI jurisdictions.
This guidance also applies fo operationai overtime costs i�cu�red at National Speciai Security
Events (NSSE's) in UASI jurisdictions, as designated by the Secretary of Fiomeland Security.
MN can use up to 25°!0 of UASI state share funds to reimburse efigibie operationai overtime
expenses incurred in direct support of increased security measures enacted in the UASI
jurssdictions.
Costs eligible for reimbursement under this policy are identicat to those deemed aliowable under
previous Code Orange alerts.
Funding may not be used to supplant ongoing, routine public safety activities of state and local
iaw enforcement, and may NOT 6e used ko hire staff for opera6onai ac8vities or backfill.

tactical interoperabie communications across UA jurisdictions and test the plan
through above referenced exercise cyde. Must incfude Communication Unit
leaders as defined in NIMS.
ODP wiil release guidance concurren8y with Nationat Pianning Guidance and SAFECdM
by March 2005.
6 months from release: grantees wilt develop (and submit?) a tacticai
interoperabie plan based on the template.

reimbursement under the SHSP and UASI Programs. ODP supports
Authorized Trainers w! caurse materials and program updates as
necessary.

G. Gatastrophic i�cident Pianning
In support of CIRA, catastrophic incident sesponse planning is now included as
an allowable expense under FY05 SHSP and UASi. SYate a�d tocaf catastrophic
incider�t pianning activities should be coordinated wth both ODP and FEMA to -
ensure synchronization. FEMA Regiona! Recovery Division has more guidance
on p{anning requirements.
H. Public Awareness and Citizen Pa�ticipation
SHSP and 11ASi award recipients must work with the CCC`s to ensure the
foliowing:
Expand p{ans & task force memberships to address citizen participation.
This inciudes developing or revisi�g state a�d locai EOP's to integrate
volunteer resources.
Awareness and outreach to inform and engage the public.
This includes public education about personaf preparedness measures,
alert and warning systems, and state and local emergency pfans through
a range of venues.
Inc(ude citizens in training and exercises. Provide emergency
preparedness and response trai�ing for citizens, lmprove training for
emergency responders to better address speciai needs populations, a�d
invoive citizens in all aspects of emergency preparedness exercises,
planning, implementation, and after action.
Develop or expand programs that integrate citizenlvolunteer support for
the emergency responder disciplines.
