Jackson to rezone from ' A" Residence to ",C" Residence property located on the north side of�Winona Street between Andrew and Kansas Streets desaribed as Lots 14 through 24, Block 22, West St. Paul Real Estate � Improvemen't Syndicate Addition number 2. This matter was considered by the Board of Zoning at its meeting on July 20, 1967. The property .has a frontage of 400.5 feet along Winona Street with a depth of,'..123 feet and an area of 49,261 square `feet. The adjacent area is all zoned "A" Residence. The area is developed with one and two-family residences or vacant. The land slopes from Andrew Street down to the freeway right-of-way. Winona Street will not be graded past Andrew Street. The Compre- hensive Plan proposes a parkway to run across part of the property with the balance of the property to be developed as a steep slope conservation area. The plan proposes that the area south of the property between the freeway and city limits also be developed in parks. However, neither the Parks Department nor-ti�e Public Works Department have funds available for the Park and parkway construc- tion. .. It was the findings of the Board that the requested rezoning would constitute "spot zoni.ng" and that the recommendations of the Comprehensive Plan were reasonable.
