WI�EREAS, Neighborhood Housing and Properiy Improvement (NHPI) has re sted the City
Council to hold public hearings to consider the advisability of revoking the rental re ' tration certificate
for a single family rental property located at 478 THOMAS AVE and registered Arveria Walker; and
WHEREAS, on September 8, 2004, NHPI conducted an inspe�
Correction Notice with a compliance deadline of September 17, 2008;
WHEREAS, on September 17, 2004, NHPI conducted a

Legislative Code §51.07�1Ja (iii) provides that the imposition of an excessive consumption fee is grounds
for an interior inspecti�n; and
WHEREAS, on September 30, 2004, 2004, NHPI conducted a reinspection of said property and
found lack of campliance with the previous order; and
EREAS, on October 1, 2004, 2004, NHPI sent the holder of the rentai registration certificate
for the bject property, Arveria Walker, a$75 excessive eonsumption biil, addressed to 629 St Anthony
Ave t Paul MN 55104-4846, the address on said certificate; and
' WHEREAS, as of November 19, 2004, said $75.00 has not been paid, and Legislative Code
§S i.Ob (a) (v) provides that non-payment of fees for excessive consumption is grounds for certificate
revocation; and

�51.06 (a) (v) provides that non-payment of fees for excessive consumptiopl�is grounds for certificate

WHEREAS, on October 8, 2004, 2004, NHPI notified Arveri,� Walker of the need to arrange an
interior inspecfion of the subject property; and f

Wf1EREA5, the City Council Legislat�e Hearing Officer is recommending that the appeal be
denied; now there �
BE IT RESOLVED, that based the foregoing, the Saint Paui City Council hereby adopts the
following findings and order concerni g the subject property at 478 THOMAS AVE .

That the subject operty is a single family rental property that is required to be registered
with the City's ental Registrarion Pro�am.
That the h der of the Rental Registration Certificate for the subject properry is Arveria
Walker. ,
certificate holder has been billed for excessive consumption of code inspection
which has not been paid.
That said certificate holder has been requested to a11ow an interior inspeatian of the
subject property, which has not been arranged.

I am writing to you in your capaciry as the holder of a rental registration certificate for 478 THOMAS AVE ,
St. Pau1 MN.
You are hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul Legislative
Code, of the City's intent to revoke the registration certificate for 478 THOMAS AVE based on the following:
On September 8, 2004, this department conducted an inspection of said property and issued a
Correction Nofice with a compliance deadline of September 17, 2004

On September 17, 20Q4, this department conducted a reinspection of said properiy and found
lack of compliance with the previous order.
On September 20, 2004, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.
On September 20, 2Q04, this department notified you by mail of the need to anange an interior
inspection of said rental properiy.
On September 30, 2004, this department conducted a reinspection of said property and again
found lack of compliance with the previous order.
On October 1, 2004, this department sent you a$75.00 bill for the cost of said reinspection.
As of today this $75.00 has not been paid.

inspection of said rental properry,

found lack of compliance with the previous order.
1 l. On October 11, 2004, this depaztment sent you a$150.00 bill for the cost of said reinspection.
12_ As of today this $150.00 has not been paid.
13. On October 11, 2004, this department notified you again by mail of the need to arrange an
interior inspection of said rental properiy.
14. As today this interior inspection has not been arranged.
I have referred this matter to the St. Pau1 City Council with a recommendation to revoke the rentai registration
certificate, The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be filed pursuant to legislative Code �18A2, by appearing in person between the
hours of 8:00 a.m. and 4:30 p.m. on any business day at the City Clerk's Office, Room 170, City Hall, 15 W.
Keilogg Boulevard, St. Paui, MN or you may appeal by mail within the same 13 day time line.
Once the City Council has revoked the rental registration certificate, occupancy of the property is not allowed
until(1) an inspection by Neighborhood Housing and Property Improvement (NHP� has been conducted, (2)
the Director of NHPI has determined the proper[y to be in complaance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possible to airange a meeting to discuss how to correct this situation before the Cit��
Council acts to revoke this certificate. If all isues aze addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
