WHEREAS, the Health and Welfare and Insurance Committee �
of the City of Saint Paul at its mee�ing on the 29th day of August, 1967,
by motion unanimously adopted by all members of said Committee
present at such meeting, determined to recommend to the Council the
adoption of a policy whereby the City woizld match employee purchase ,
of contributions on full salary for the period July 1, 1g57 to July l, 1967,
which is authorized by the 1967 amendment to the Public Employees=
Retirement Act which permits the governing body of a municipality to
assume the obligation of matching employee purchase of contributions
on full salary if the mun.icipality acti_n.g through its governing body '
determi.n.es to do so; now therefore, be it
RESOLVED, that the Council of the City of Saint Paul hereby
determines on the part of said City to assume the obligation of matching
the employee purchase of contributions on full salary for the period
July 1, 1957 to July 1, 1967 as authorized pursuant to the provisions
of Minnesota Statutes 1967 Chapter 687, the Public Employees=
Retirement Act.

To the Honorable Mayor and
members of the City Council
Gentlemen:
At its meeting on August 29, 1967, the Health and Welfare and Insurance
Committee adopted the following motion:
"WHEREAS, prior to July 1, 1967 employees who are
members of the Public Employees Retirement Association were
permitted to make contributions to such pension fund based on
only part of their salaries; and

WHEREA5, because of such limited contributions many
employees who will be forced to retire during the next few years
will be eligible for only meager pensions when compared to
pensions to which younger employees will eventually be eligible; and
WHEREAS, the Legislature at its 1967 session provided
that employees may buy retroactive contributions based on total
. salary earned during the ten-year period immediately prior to
July 1, 1967 and thus increase their pensions somewhat; and
WHEREAS, the Legislature at its 1967 session provided -
that the City may match employee purchase of contributions on
total salary; and
WFiEREAS, since 1957 the City has matched employee con-
tributions for the purchase of prior service; now, therefore, be it
RE50LVED, that the Health.and Welfare and Insurance
Committee recommends to the Council that it adopt a policy of
matching employee purchase of contributions on full salary for
the period July 1, 1957 to July 1, 1967. "
