Re: File No. 1905--727 West Central
Gentlemen:
The Building Department is hereby submitti.ng its report on the
condition of the property known as 727 West Central. The building is
approximately 16 ft. wide, 36 ft. long and 24 ft. in height. It is a single
family residence of frame construction, two stories in 'height with a full
basement. This is one of a complete block of row �houses v�ihich are
individually owned. The property at the present time is vacant and has been
subjected to extensive vandalism. It was necessary for t�his department to
, request permission of the City Council to arrange with the Public Works
Department to have the buildi.ng properly secured, and this was done by
resolution on August 3, 1967.
EXTERIOR
The exterior of the building s�hows that the cornice boards are
rotted and are ready to fall i.n some spots. The front porch is dilapidated,
both on the porch floor supporting posts and roof. The chimney is in a dilapi-
dated condition with the mortar eroded from between the bricks, and the
bricks are loose and in danger of falling. The rear roof covering a one-story
addition is failing and gives indications of possible collapse. There are roof
leaks throug'hout. Part of the imitation brick siding on the side and rear
of the property 'has deteriorated and pieces are missirig.
BASEMENT
The basement has a limestone foundation with t'he mortar joints
eroding, causing the stones to be loose. The concrete floor slab is badly
� deteriorated'�due to cracking. The first floor joists, where doubled under
some upper floor partitions, have been cut off completely, evidently for

t�he installation of some duct work. This has now removed t'he support for
the upper floor construction. The �handrail is missing on the stairway to '�
the bas ement. ,
FIRST FLOOR
The first floor, which contains three rooms, 'has the kitchen a'rea
plaster falling from the ceiling and walls. In the living room the finished
floor material �has been removed. On the stairwell walls between the first
and second floors the plaster �has fallen and the stairway treads 'have been �
split and are broken and loose.
5ECOND FLOOR
The second floor, which contains three rooms and bath, �has an
opening in the bathroom directly to the sewer, caused by someone removing
the plusnbing fixtures. The plaster is also off t�he walls in this area. On the center
west bedroom, the plaster is in danger of falling from the wall adjacent to the
windows, caused by moisture coming throug'h t'he outside wall. The window
sash is badly rotted. Part of the floor is missing in this room, also. On the north
bedroom, the plaster has badly deteriorated on the ceiling, caused by leaks
in the roof, t'he plaster is off sections of the wall and t�he window sas'hes are
rotted. In the south bedroom, th�ere is a large structural crack in the wall
and the floor is very unstable when it is walked upon.
The electrical system in the building is considered hazardous, due
to the fact that the electrical fixtures have been stripped from the walls and
ceili.ngs.
If it is the opinion of the owners of this property that it can be
rehabilitated, it will be necessary that they submit the list of corrections which
they propose regarding the structural condition of tlie building, as well as the
electrical, plumbing and �heating systems, wit'h a sc'hedule forthe completion of
the rehabilitation program, along with the application for permits.
If the foregoing schedule is not submitted by the owners, it is the
conclusion of the Bureau of Public Buildings that by reason of inadequate
maintenance, dilapidation, physical damage, unsanitary condition and
abandonment, the above structure constitutes a �hazard to public health,
safety and welfare. It is the further recomrriendation of the City Architect
that the Council concur in this conclusion and refer the matter to the City
Attorney's office for submission of this condemnation to the District Court.

Dear Mr. Ames:
You have aslced for our most current thinking regardino the row house complex on Central
Avenue in the Suimnit-University Urban Renewal Project. ,
After extensive study by our staff people and after having received a report from our
consultant, Mr. Brooks Cavin, we have concluded that there is no way to show reasonable
economic feasibility to rehabilitate this complex or any part of it during the course
of the Urban Rene�aal Project. .
We have, therefore, placed all units in the complex in our "may acquire" work load and
have proceeded to obtain the first appraisal on these units as well as an interview of
each of the occupants for relocation purposes.
As you know, we are in the process of putting together, an application to the Federal
Government for EarZy Land Acquisition in the Summit-University Project. The row house
on Central Avenue will be among those structures included in this submission.
Hopefully, approval on our application will be obtained during the coming year.
I trust that this information will be helpful to you in your efforts to maintain code
compliance wi.thin this structure in a reasonable and logical manner.
