RESOLVED, that a public hearing be held by and before the
Council of the City of Saint Paul, in the Council Chamber of the Court House
in said city at 10 a,m. on Thursday,, September 14, 1967, to consider the
advisabiliiy a.nd necessity of orderi.ng the correction or wreclang and
removal of the structure on th.e above described property because said
structure is reported to constitute a hazardous buildi.ng and a hazard to .
public health, safety and welfare; be it

Gentlemen:
The Building Department is hereby submitting its report on the
condition of the property known as 689 West Central, a single family dwelling
of frame construction. The owner of record is Midwest Federal Savings and
Loan Association , and the Housing and Redevelopment Authority appears to
be i.nterested in the property as well. '
The building is two stories in �heiglit with a full, bas ement approximately
16 ft, wide, 40 ft, long and 24 ft, in height. It is one of a whble block of
i.ndividually owned row houses. The building �has a brick front wall with the
side and rear being imitation asphalt shingle re-siding material. T`he front
porc'h is badly deteriorated, with much of the siding from the porch rail torn
off and mising. The porch flooring is badly deteriorated, the boards are loose,
the front steps ha�ve split treads and it is considered dangerous.
The rear porch structure is badly dilapidated, There is no hand rail
and it is approximately 8 ft, above the rground. The steps �have s ome treads
rillssing and the wlzole porch structure is in d�iMger of collapse. The mortar has
deteriorated from between the bricks on the chimney, and the chimney is in
a dangerous condition, An enclosed rear one-story section of the building has
a roof in a dilapidated condition and it has sagged quite badly due to inadequate
supports.

T`he basement, which has a limestone foundation, has the mortar
eroded from the joints, causing the stonesto be loose. The basement floor slab
is in a deteriorated condition and badly cracked. There is evidence that the
sub floor on the first floor is rotted, as there is a white fungus growing on it. '
Several of the supporting joists have been cut completely off from the bearing,
in some stage of remodeling, so tlie floor is now inadequately supported.

,�' `' --' The first floor, which contains three rooms with an enclosed rear
porch, lzas a broken front window (glass and sash), T`he fireplace �has been
smashed by vandalism. In tlie dining room a large hole has been smashed
through the ceiling. The plaster is off t'he walls. In the kitchen the plaster
is falling from the ceiling and the rear porch is racked and settled.
5ECOND FLOOR
On the second floor there is a large hole in the 'hallway floor. The
front bedroom lias a window smashed; bot'h the glass and the frame, and
, a large amount of the plaster has fallen from the wall. In the west bedroom
the ceiling plaster is falling down and in the bathroom the stool has been
removed, allowing a direct opening to t'he sewer system. The plaster is
about to fall from the wall. In the rear bedroom, the ceiling plaster has
fallen and t'he window 'has both the glas s and the frame broken.
The electrical system 'has been extensively damaged by vandals
and is considered to be 'hazardous.
If it is the opinion of the owners of this property that it can be
rehabilitated, it will be necessary that they submit the list of corrections
which they propose regarding the structural condition of t'he building, as
well as the electrical, plumbing and lieating systems, with a schedule for
t�he completion of the rehabilitation prograan, along with the application for
permits.
If the foregoing schedule is not submitted by t'he owners, it is the
conclusion of the Bureau of Public Buildings that by reason of i.nadequate
maintenance, dilapidation, physical damage, unsanitary condition and
abandonment, the above structure constitutes a hazard��to public health, safety
, and welfare. It is t�.e further recomi.nendation of the City Architect that
the Council concur in this con�lusion and refer the matter to the City Attorney's
office for submission'of tliis condemnation to the District Court.
