September 14, 1967 Honarable Thomas R, Byrne, Mayor and Members of the City Coun�l' ' Res Fil� No. 1901 - 277 Kent �' Gentle�ien: s'� The Building Department is hereby submitting its report on the condi�ion of the praperty known as 277 Kent, a single family dwell;ing of frame construction. The owner of record is Flora D. Neil, The legal description of the property is South � of North 67�25 feet of Lots 28, 29 and 30, Block 25, Mackubin and Marshall 's Addition, An inspection recently made of this property indi:cates that the property is classified as a single family dwelling of frame construction, It is � stories in height, has � full , basement approximately 24' wide and 34' long and 30 ' high. This property .has been extensively damaged by fire. EXTERIOR . The chimney bricks are loose and are in danger of falling. The corni�ce materials are rotted and in some cases pieces are missing. The windows have all been broken, portions of the • siding are missing and the stone foundation is in poor condition with the mortar joints eroding and falling from place. The gutters are loose and in some cases are hanging only by one end. Approximately 20 per cent of the siding has been burned off t'he north wall of the building. BASEMENT • The foundation wall has deteriorated with the mortar joints eroded and falling between the stones. The concrete floor is badly cracked, The chimney bricks are falling apart and the steps to the baseme.nt are in a dilapidated condition and are considered hazardous. , J „ r � . �� � Hon. Thomas R, Byrne, Mayor and Members of the City Council Sept. 14, 1967 FIRST FLOOR - ` The first floor contains four rooms. It has had ceiling tiles installed in the living roomr � The tile is loose and is in danger of collapse. The first floor rooms have been extensively vandalized•. SECOND FLOOR Th�re are four rooms and a bath, The ceiling plaster is loose and cracked and about to fall., In the south bedroom there is a large hole in the ceiling caused by fire.� ATTIC There was one finished room plus a large unfinished area and , about 60 pe�c cent of the rafters - in the attic area and the roof boards are badly damaged by fir.e. The floor has been burned to the extent that it is not safe to walk on and the stairs to the attic are in a dilapidated condition. The above property was boarded up by the Publ�ic Works Department pursuant to Council File No. 234676 approved on August i6, 1967. If it is the opiniz�n af the owner of this property that it can be rehabilitated, it will be necessar� that they submit the list of corrections which' they propose regarding .;the structural condition of the building, as well as electrical, plumbing and heating systems, with a schedule for the completion of the . rehabilitation program, along with the application f or permits. If the foregoing schedule is not submitted by the owners, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, ,dilapidation, physical damage, unsanitary condition and abando,nment, the above structure constitutes a hazard to public" health, safety and welfare, It is the further recommendation of the City Architect that the Council concur. in_this conclusion and ref er the matter to the City Attarney'�s office for submission of this condemnation to the District CourtY o s t 1 , Robert L. e City Architect CC: Messrs.
