� THE COIINCIL. OF THE CITY OF SAINT PAUL DOES ORDAIN:
: ,_ Secti:on 1. That the Saint Paul Legislative Code be and
the same is hereby amended by adding a chapter to be designated as
Chapter 279 as. follows:
279.01. ELINIINATION OF RODENT HARBORAGES. It shall be
unlawful to accumulate and store building material, lumber, boxes,
cartons or other containers, machinery, scrap metal, junk, raw
material, fabricated goods and other items in such manner as to
' become infested with rodents. Where any premises are found to be
� � infested with rats or are a rodent harborage, the owner shall upon
notice•exterminate the rodents and eliminate such harborages. Ex-
termination shall mean the extermination or eradication of rodents
and other vermin by any or all approved methods such as poisoning,
fumigation and trapping. , ,
Officer �
Whenever the Health /9��a�. determines the existence of
a rodent or vermin infestation, he is authorized to issue written
orders to the owner or person in control of the premises for the
� extermination of all rodents and vermin within a reasonable period
of time.
279.02. UNLAWFIIL DUMPING. No garbage, offal or any
vegetable or animal matter or nauseous substance detrunental to
health shall be dumped or deposited or left at any place within
the limits of the City of Saint Paul except at such place or places � �
designated and provided for that purpose by city ordinance.

279.03. RODEN'P-PROOFTNG. Al1 buildings used to warehouse
or store food, foodstuffs, food containers or other such materials
shall be effectively made rodent proof by closing openings in foun-
dations, doors, windows, nents and all other places which could
proni.de a means of entry €or rodents witZ� material impervious to
rodent penetration. -
279.04. DUMPING SITES. All dumping sites must be main-
tained in accordance with the provisions of the Legislative Code
� , ,�t�o pr.event the formation of a rodent harborage. �

' 279.05. ABATEMENT BY THE HEALTH OFFICER. The Health
� Officer shall remove or cause to be removed and abated all such
' nuisances from public property insofar as can be done within the
facilities anailable to him, and within the limits of the funds
� provided for such activity. The Health Officer shall take such
action as he may deem necessary for the elimination and abatement
of rodent harborages and for the destruction of rodents by the
use of gases or any other substance, mechanism or device whieh he
deems shall be employed for such purposes, and may take such other
and further action as he, the Health Officer, may deem necessary
in connection with the administration of this section.
279.06. Whenever it shall appear to the Flealth Officer
that skunks, snakes, starlings, grackles, common wild pigeons, bats,
or other pests which are creating an offensive, nauseous, hurtful,
' dangerous, unhealthful or uncomfortable condition to or for any
person or persons or to the neighborhood, said Health Officer is
authorized to decree such conditions a public nuisance and said
, Health Officer shall issue a written notice to the owner or person
' in charge of or in control of the premises to remove, exterminate
� or otherwise rid the premises ow� the ca�se of such public nuisance

within a reasonable period of ,�time.
Wher.e the, owner. of the premises or the person in aharge
- � or control thereof cannot be found after due diligence, the written
; notice referred to in this section may be posted upon the premises
with the same force and effect as though served upon the owner. �
� 279.07. PENALTY. Any person or persons, firm or corpora-
tion, who shall fail to comply with the provisions of this ordinanee,
shall be guilty of a misdemeanor.
Section 2. This ordinance shall take effect and be in
force thirty (30) days after its passage, approval and publication. ,�
