F. 234416� approved � July 26 1967, a public hearing was duly held on Tuesday 'August �� 1967� before the Council of the City of Saint �aul� said hearing pertaining to the condition of the structures located at 517-519 Iglehart� Saint Paul� Minnesota� and WHEREAS, IIpon the facts presented at the said hearing consisting of photographs, inspection reports and the recommendation of the City Architect� it is found and determined by the City Council that according to the records and files in the office of. the Register of Deeds , the last record owner of the above-described property is Theodore Magnuson; ' ' that according to the records of the Ramsey County Auditor� , Henry L. Green is the contract purchaser; and that there are no other lien holders of record; and that it is further � determined that the above-described buildings constitute � hazardous buildings within the definition of Minnesota Statutes Section 463.15 for the following reasons: � a. The condition of the interior of the � house is as follows : the basement limestone I foundation has eroded mortar� the plaster ceiling in the basement is falling� plaster throughout the house is loose and falling, I= � floors are rotted out and buckled, the electrical � �� system is in a hazardous condition with the outlets ; p ulled out-of the walls, electrical fixtures � hanging loose_ from the ceiling and exposed wires� '' d. The condition of the garage is as follows : � it is full of rubbish and combustible material� the � frame construction shows evidence of rot around the roof boards� roofing material is loose or pulled II off� siding is rotted around the windows� one large � door is pulled off� the other door is falling � apart� the walls are bulging� and the garage , appears in danger of collapse; ! e. The dwelling is unf'it for human habitation i in its present conditior� and the above corrections � must be made in compliance with the Building Code ' ' and the Housing Code of the City of Saint Paul in , order to make it habitable; . f. I � �� RESOLVED, That in accordance with Minnesota Statutes Sections 463.T5 through 463.26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: �; , . , ORDER • I � 1. The owner of the above-described buildings shall make ! the same safe and not detrimental to the public health� safety � and welfare by having the said buildings razed and the materials � therefrom removed from the premises within twenty (20) days I from the date of the service of this Order or� in the alternative� I begin to correct the hazardous conditions within twenty (20) i days from the date of the service of this Order and to correct the hazardous conditions by doing the following: � a. Remove all paper and other combustible � materials from the building and securely close '� and keep closed all doors � windows or other � openings in the building; I . ', b. To wreck and remove the garage subject to the approval of the Saint Paul City Architect; . � � c. If the building is to be used for human � habitation� all of the above defective conditions I must be corrected and the building corrected so ! as to comply with and meet the Saint Paul Housing ' Code and the Saint Paul Building Code require- ments, and that the owner submit a list of " � intended corrections regarding the structural • I condition of the buildings, electrical and heating I system, together with a schedule for the com- � pletion of the rehabilitation program and that the owner apply for the necessary permits in the � office of the City Architect within the twenty � (20) days imposed herein. . 2. In the event that the buildings are to be razed by the , City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may unreasonably interfere with the razing and removal of these buildings shall be removed within ten (10) days from the entry of judgment; and , if not so removed, the City of Sa�rit Paul shall remove and dispose of such personal property and fixtures as provided by law. 4. Byrne, Mayor � and Members of the City Council � Re: File No. 1884--517-519 Iglehart � Gentlemen: The following is a report from the Building Department on ' the condition of the property at 517-519 Iglehart, �own as Lot 2, � Moritz Subdivision A. The owner of record is Theodore Magnuson. The property is a two-story frame duplex approximately , 28 ft, wide, 64 ft, long and 28 ft, in height. There is an 18 x 16 ft. frame garage at the rear of the property. EXTERIOR The chimney had the mortar eroded from the joi.nt between the bricks, leaving the bricks loose at top and in danger of falli.ng. The front porch has a railing-high wall that is becoming loose from the pier supporting the second floor. The front porch steps are split and are hazardous to walk on. The rear porches are in a near state of collapse. The supporting posts are in danger of fa.11ing and one of the porches is missing a supporting post and sections of the porch flooring ' are missing and the remaining parts are badly rotted. The basement 'i window frames are rotted, the gutters have rusted through and are hanging from the beam and most of the windows have the glass broken '� and parts of the sash. '' i BASEMENT � i The mortar has eroded from the limestone foundation and approx- 1Triately 25 per cent of the plaster ceiling in the basement is falling and the , rest is loose. The concrete floor is in a badly deteriorated condition, � ;�- J• Y s=� • Hon. Mayor and City Council -2- August 8, 1967 . FIRS T FLOOR Contains six rooms and bath. Much of the plaster is loose and fallen from the ceilings, and the floor in the bathroom has rotted � , out, The wood floor in the west side bedroom has buckled caused by water getting in through the broken wi.ndow;j SECOND FLOOR � Contains six rooms and bath. Plaster in much of the second floor area has fallen and the rest is loose. The floor is rotted around the � bathroom fixtures. .r�_� There is uncapped gas piping in the kitchen of the second floor. Radiators have been loosened and evidently are bei.ng prepared for removal. � ELECTRICAL � The electrical system is in a hazardous condition with the outlets ptil.led out of the walls. T'he fixtures are hanging loose from the ceiling and there are exposed wires feeding a light in the second floor hall. GAR.AGE , The garage at the rear of the property is full of rubbish and the , frame construction is showing evidence of rot around the roof boards. The roofi.ng material is loose or pulled off. The siding is rotted around the windows which are broken, and one large door is pulled off and other , doors are hanging loose on their hinges and coming apart. The walls � �are bulging, i.ndicating that the structure is in danger of collapse. . � Therefore, it is the opinion of this department that the ab�`ove described � buildings constitute a hazard to public health, safety a.n.d welfare.
