In the Matter of a hazardous building
being that wood frame dwelling and garage �
located at 1095 Mackubin Street in the City
of Saint Paul and situated upon those premises
legally described as Lots 3 and 4, Block 10�
Como Prospect Addition� according to the plat
thereof filed of record in the office of the
Registrar of Titles in and for Ramsey County� -
Minnesota. '
WHEREAS, Pursuant to resolution� C. F. 234079, approved
June 27� 1967� a public hearing was duly held on Thursday, July
20; 196'7, before the Council of the City of Saint Paul� said
hearing pertaining to the condition of the structure and garage
located 'at 1095 Macknbin Street� Saint Paul, Minnesota; and
WHEREAS� IIpon the facts presented at the said hearing
consisting of photographs� inspection reports and the recommenda-
tion of the City Architect� it is found and determined by the
City Council that according to the records and files in the
office of the Registrar of Titles� the last record owner of the
above-described property is Julius Friderich Blume; that
according to the records of the Probate Court in and for �
Ramsey County Julius Friderich Blume is deceased and his
sole heir is �enedict Gliskey; and that there are no other
lien holders of record; and that it is further determined
that the above-described buildings constitute hazardous
b uildings within th� definition of Minnesota Statutes Section
463.15 for the following reasons: �
a. The building is standing vacant� abandoned�
open and is sub�ect to entry by unauthor ed

. � . , loose, the doors sag and the wood trim is rotted;

dilapidated condition in that the basement is
'' littered with debris, the furnace is rusted out�
the 2 inch by 4 inch floor joists are rotted and
sag badly, the supporting posts are rotted� the
kitchen floor is 12 inches out of level� there
is no plumbing in the kitchen, the�walls
throughout the building are in poor condition,
• and the plaster is cracked� paint is peeling
. and wallpaper is loose� and all of the floors �-
r'� are sagging; .
d. The accessory building is in a
dilapidated condition with one of the block
walls falling awap from the others and a large
hole in the roof; �
_ e. The dwelling is unfit for human '
habitation in its present condition and the
above corrections must be made in compliance
- with the �uilding Code and the Housing Code of
� the City of �aint Paul in order to make the
dwelling habitable; �
` , f. The dwelling and garage in the above
condition are beyond reasonable repair;
' ` g. The dwelling and garage constitute a
nuisance and a hazard to the public health, _
safety and welfare because of its physical
damage� dilapidation and inadequate maintenance;
now� therefore, be it

RESOLVED� That in accordance with Minnesota Statutes
Sections 463.15 through 463.26, and based upon the foregoing
f indings of the City Council� the Council of the City of Saint
Paul does hereby make the following Order: -
ORDER
1. The owner of the above-described building and garage
shall make the same safe and not detrimental to the public health�
safety and welfare by having the said dwelling and garage razed
and the materials therefrom removed from the premises within
twenty (20) days from the date of the service of this Order or,
in the alternative� begin to correct the hazardous conditions
• within twenty (20) days from the date of the service of this
Order and correct the hazardous conditions by doing the following:
a. Remove all paper and other combustible
materials from the building and securely close.
and keep closed all doors� windows or other
openings in the building;
b. if the dwelling is to be used for human
habitation� all of the above defective conditions
must be corrected and the wiring, plumbing and
heating systems improved and brought up to the
standards so that they comply with the Saint
Paul Housing Code and the Saint Paul Building
� Code requirements� and that the owner submit ;
a list of intended corrections regarding the
structural condition of the building� electrical
and heating system., together with a schedule
for the completion of the rehabilitation program
and that the owner apply for the necessary
permits in the office of the City Architect
within the twenty (20) days imposed herein.
2. IInless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of the District Court of Ramsey

County, Minnesota� within twenty (20) days from the date of the
service of this Order� a Motion for Summary Enforcement of this
Order to �e and remove the said building will be made to the
Ramsey County Distr3�ct Court.
, 3. In the event that the building is to be razed by
the City of Saint Paul pursuant to �udgment of the District
Court� all personal property or fixtures which may unreasonably
interfere with the razing and removal of this building shall _
be removed within ten (10) days from the entry of judgment; and
if not so removed� the City of Saint Paul shall remove and
dispose of such personal property and fixtures as provided by
law. ,
4. If the City of Saint Paul is compelled to take any
corrective action herein� all necessary costs expended by the
City will be assessed against the above-described real estate
and collected as o'ther taxes; and,.be it .

FURTHER RESOLVED� That a certified copy of this resolution
and incorporated Order herein be served upon the last record
owner of the above-described psoperty in the manner provided
by law and also upon other interested parties in the manner
provided by law.

Gentlemens
The following is a report from the Building Department
on the condition of the property located at 1095 Mackubin
in Saint Paul also known as Lots 3 and 4, Block 1Q,
Como Prospect addition to Saint Paul. The owner"�of record
is the deceased Julius Friderich Blume and interested
parties are Peter Valenty, attorney at law and Benedict
Gliskey of the Ramsey County Welfare Department..
An inspection was made May 30., 1967 and the following
report was made on the property described above. This
property is classified as a single family dwelling of
wood frame construction, one story in height and a
partial basement. The building is approximately 2ti feet
wide, 47 feet long and 16 feet high. The building is
vacant at the present time and is not secure. There is
an accessory concrete block garage which is also in a
dilapidated condit�.on.
EXTERIOR
The exterior of the dwelling is reported to be in poor
condition with the shed at the rear falling away f-rom the
house. The roof is sagging badly and the wa�ls are out of
plumb. The chimney has loose bricks, the doors are. sagging
and the wood trim is rotted.
BASEMENT
There is a partial basement with a crawl space. The
basement is littered with dirt and debris, the furnace is
rusted out, the 2 inch by 4 inch floor joists are rotted
and sagging badly and the supporting posts are rotted.
FIRST FLOOR
The first floor consists of four rooms and a toilet room.

There is no bathtub or �avatory in the toilet room and the
ceiling shows evidence of leaking. The kitchen floor is
over 12 inches out of �.evel., There is no plumbing in the
kitchen. The walls throughout the building are in poor
condition, the plaster is badly cracke�l, the paint is
pealing and the wallpaper is torn and _loose. All of the
floors are sagging, and in one area the ceiling tile has
f a�len.
The plumbing that does exist in the building has frozen
and is not operable. The electric system is to be considered
substandard and hazardous. •The heating system consists of
a hot water boiler which is rusted and the radiators are
cracked. �
ACCESSORY BUILDINGS
There is a 20 foot by 24 foot conc.rete block garage which
is in a dilapidated condition, with one of the b�.ock walls
falling away from the others and a large hole in the roof.
Therefore, it is the conclusion of the Bureau of Public
Buildings that the property be properly secured so as to
prevent entrance by unauthorized �persons and all combustible
materials be removed from the interior of this structure.
If this alternative is not taken�,. it is the conclusion of
the Bureau of Public Buildings that by reason of inadequate
maintenance, dilapidation, physical clamage, unsanitary
condition and abandonment, these buildings constitute a
hazard to public health, safety and welf are.
