according to the plat on file and of
reoord in the office of the Register of
Deeds in and for the County of Ramsey,
State of Minnesota.
WI�REAS, Pursuant to resolution, C. F. 234201, approved
July 7� 1967, a public hearing was duly held on Tuesday, July 25,
1967, before the Council of the City of Saint Paul, said hearing
pertaining to the condition of the structure located at 599-601
_ Selby Avenue, Saint Paul� Minnesota; and
WHEREAS, Upon the facts presented at said hearing
consisting of photographs� inspection reports and the reeommenda-
tion of the City Architect� it is found and determined by the
City Council that according to the records and files in the
office of the Register of Deeds, the last record owner of the
above-described property is Anna Robinovitz� and that there are
no other lien holders of record; and that it is further
determined that the above-described building constitutes a
hazardous building within the definition of Minnesota Statutes
Section 463.15 for the following reasons:
a. The building is standing vacant, open�
abandoned and is subject to being entered by
unauthorized persons;

b. The building has been partially damaged '
by fire, the chimney has partially collapsed,
the �nt and rear porch construction is badly
rotted, the imitation siding materials have
deteriorated and are not secure to the wall�
doors and window frames are broken, the exterior
walls are out of plumb, there is a hole com-
pletely through the roof, the limestone basement
is eroded with the mortar falling from between
the stones , first floor joists show evidence of
extensive rot� the basement stairs are in a
dilapidated condition, the plaster on the
ceiling and walls has been extensively damaged
by fire, the front stairway has collapsed and
the flooring has heaved from water damage, and
the electrical� plumbing and heating systems
have been disconnected and are no longer
serviceable;
, c. The interior of the building is littered
with combustible material; .
d. The buildin unfit for human habita- `
� tion in its pres�f�t ���°�he above corrections
must be made in com liance with the Building
Code and the Housing Code of the City of Saint
Paul in order to make the building habitable;
e. The building in the above condition is
beyond reasonable repair;
f. The building constitutes a nuisance and
a hazard to the public health� safety and•welfare
because of its physical damage� dilapidation and
inadequate maintenance;
now, therefore, be it
RESOLVED� That in accordance with Minnesota utatutes Sections
463.15 through 463.26� and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby
make the following Order: '

ORDER
1. - The owner of the above-described building shall make
the same safe and not detrimental to the public health� safety
and welfar.e by having �he said building razed and the materials
therefrom removed from the premises within twenty (20) days
from the date of the service of this Order or, in the. alternative, �
begin to correct the hazardous conditions within twenty (20) �
days from the date of the serviee of this Order to correct the
hazardous conditions by doing the following:
a. Remove all paper and other combustible
materials from the building and securely close
and keep closed all doors, windows or other
openings in the building; �
b. If the building is to be used for human
habitation, all of the above defective conditions
must be corrected and the building corrected so
' as to comply with and meet the Saint Paul Housing
Code and the Saint Paul Building Code requirements,
and that the owners submit a �list of intended � ' '
corrections regarding the structural condition
of the building, electrical and heating system, �
together with a schedule for the completion of °
' the rehabilitation program and that the owner .
, apply for the necessary permits in the office
' of the City Architect within the twenty (20) ;�
days imposed herein. ��7�:
� 2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul, and
filed in the Office of �the Clerk of the District Court of Ramsey
County, Minnesota� within twenty (20) days from the date of the
service of this Order� a Motion for Summary Enforcement of this
Order to raze and remove the said building will be made to the
Ramsey County District Court.
y 3. , In the event that the building is to be razed by
the City 'of Saint Paul pursuant •to judgment of the District
Court� aTl personal property or fixtures which may unreasonably
interfere with the razing and removal of this building shall
be removed within ten (10) days from the en.try of judgment; and

Gentlemen: .
Following is a report of the Building Department on the condition of the
property known as 599-601 5elby Avenue . The frame constructed building
is a two and one-half story duplex, and the owner of record is Anna
Robi.novitz.
The legal description of the property is Lot 15, Block 3, Woodland Park
Addition to the City of Saint Paul.
The building is approximately 40 ft, wide, 55 ft. long and 36 ft, high. As
of July 18 the building was reported to be vacant, standing open and being
vandalized. Conditions are as follows:
EXTERIOR
T`he building has been partially damaged by fire. The chimney has partially
collapsed, the front and rear porch construction is badly rotted and the
]mitation siding materials are deteriorating and are not secure to the wall
sections in many places, The doors and window frames are mostly all broken.
The exterior walls are becoming out of plumb and there is a hole completely
through the roof.
BA5EMENT
The basement is of limestone foundation and is eroded with the mortar
falling from between the stones. The first floor joists are showing evidence
of extensive rot near. the ends that joi.n the limestone. The basement stairs
are in such a dilapidated condition that they are hazardous to use.
FIR.ST FLOOR
On the first floor, which contains 12 rooms, the plaster is falling off the
ceiling and walls and has been extensively damaged by the fire. Many
structural members were damaged in the fire. The front stairway has
collapsed and the flooring has heaved from water damage.

SECOND FLOOR .
The second floor, which contains 12 rooms, is also extensively fire damaged
with holes through the plaster, walls and ceiling. The entire second floor
is littered with considerable debris.
AT TIC
The attic area is also partially damaged by fire. The plumbi.ng, electrical
and heating systems are all disconnected and are no �]�onger serviceable and it
is the opinion•of this department that the building is beyond reasonable repair
and should be removed.
If it is the opinion of the owners of this property that it can be rehabilitated,
it will be necessary that they submit the list of the corrections they propose to
make regarding the structural condition of the building, with a schedule for
the completion of the rehabilitation work along with the application for permits.
In the meantime, it is necessary to properly secure the property so as to prevent
entrance by unauthorized persons, and a resolution to that effect is being presented
for consideration on this day, also.
It is the recomxnendation of the City Architect that the Council refer the matter
to the City Attorney's office for preparation of this cond`emnation for District
Court proceedings.
