addition to Saint Paul, according to the

County of Ramsey� State of Minnesota.
WHEREAS� Pursuant to resolution, C. F. 234202, approved
July 7� 1967� a public hearing was duly held bn Friday� July 21�
1967, befor e the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structure located
at 279 Kent Street, Saint Paul� Minnesota; and
WHEREAS, Upon the facts presented at the said hearing
consisting of photographs� inspection reports and the recommenda-
tiori of the City Architect� it is found arid determined by the
City Council that according to tlie records and files in the ,
office of the Register of Deeds, the last record owner of the
above-described property is St. Clair Investment Co. � Inc. � a
Minnesota corporation, 1692 Grand Avenue, Saint Paul, Minnesota�
and that there are no other lien holders of record; and that it
is further determined that the above-described building con-
stitutes a hazardous building within the definition of Minnesota
Statutes Section 463.15 for the following reasons:
a. The building has been extensively damage '
by fire, is vacant� abandoned, open and isF$� �PROVED
reasonable repair;

b. Approximately 50 per cent of the roof has
collapsed inside the building caused by the fire
damage, the remaining portions of roof framing,
the outside wood frame walls at the attic level
and much of the ceiling on the second floor is
badly charred;
c. The interior plaster throughout the
building has fallen from the walls� tY�e
electric system has been disconnected and the
building has been extensively vandalized;
� d. The building is unfit for human habita-
tion in its present eondition;
e. The building in the above condition is , '
. beyond reasonable repair; -
f. The building constitutes a nuisance
and a hazard to the public health� safety and
welfare because of its fire damage, dilapidation .. ,
and inadequate maintenance; �
now� therefore� be it
RESOLVED, That in accordance with Minnesota Statutes Sections
463.15 through 463.26, and based upon the foregoing findings of the,
City Council, the Council of the City of Saint Paul does hereby
make the following Order:
ORDER
l. The owner of the above-described building shall make the
same safe and not detrimental to the public health, safety and
welfare by having the said building razed and the materials there-
from removed from the� premises within twenty (20) days from the
date of the service of this Order.
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of the District Court of Ramsey
County, Minnesota� within twenty (20) days from the date of the
service of this Order� a Motion for Summary Enforcement of this
Order to raze and remove the said building will be made to the
Ramsey County District Court.

3. In the event that the building is to be razed by
the City of Saint Paul pursuant to �udgment of the District
Court, all personal property or fixtures which may unreasonably
interfere with the razing and removal of this �building shall
be removed within ten (10) days from the entry of judgment; and
if not so removed� the City of Saint Paul shall remove and
dispose of such personal property and fixtures as provided by
law.
4. If the City of Saint Paul is compelled to take any
corrective action herein� all necessary costs expended by the
City will be assessed against the above-described real estate
and collected as other taxes; and be it
FDRTHER RESOLVED� That a certified copy of this resolution
� and incorporated Order herein be served upon the last record
owner of the above-described property in the manner provided
by law':�and also upon other interested parties in the manner
provided by law.

The following is a report from the Building Department
of the condition of the property located at 279 Kent
in Saint Paul also known as the North % of north 67. 25
feet of Lots 28, 29 & 30, Block 25, Mackubin and Marshall ' s
addition to Saint Paul._ The record owner is St. Clair
Investment Co. , Inc,
An inspection made July 13, 1967 indicated th.e condition
of the property as follows:
The property is a single family dwe�ling of wood frame
construction, v stories in height, approximately 26 ft�.
wide, 32 f t. long and 24 f t. high. On February 24, 1967
the building was extensive�.y damaged by fire. At the
present time the building_ is vacant and there has been
no attempt made to rehabilitate.
EXTERIOR
Approximately 50 per cent of the roof has collapsed inside
the building because of the fire damage. The remaining
portions of roof framing., the outside wood frame walls at
the attic level and much of the ceiling on the second floor
are badly charred.
INTERIOR
Plaster throughout the building has fallen from the walls.
The electric system has been disconnected and the outlet
boxes and light fixtures throughout the building have been
damaged or have been vandalized beyond repair. The plumbing

system is no longer operable and it is the opinion of this
department that this building is beyond reasonable repair
and should be removed�
Therefore, it is necessary that the property be secured
so as to prevent entrance by unauthorized persons and all
c�ombustible materials be removed from the interior of this
structure. If this alternative is not taken, it is the •
conclusion of the Bureau of Public -�Bui�dings that by reason
of inadequate maintenance, dilapidation, physical damage,
unsanitary condition and abandonment, this building
constitutes a hazard to public health, safety and welfare.
