RESOLVED, That the Purchasing Agent be and he� is hereby authorized to purchase
2311.65 tons of Bituminous Mixes at a cost of $11,195.78 from E. J. PENNIG
COMPANY, without advertisement or competitive bids pursuant to Section 291
of the Charter of the City of Saint Paul; as above is declared to be an
emergency due to the fact that the City Asphalt Plant ceased to operate
on May 29, 1967 because of the need of a replacement on the exhauster fan
and was not back in operation until June 9, 1967.

Dear Sirs ,
Ae you know� the City Asphalt Plant ceased to operate on Ma4Y 29� 196?
because of the need of a replace;nent on the exhauster fan. The
necessary repair parts were ordered im�nediately from Lima, Ohio through
the distributor� Road .�iachinery in this area and we are now back in
operation.
As per our verbal agreement, during the period of Ma�y 29th through June
9th, 1967, bituminous mixes were purchased from E. J. Pennig Compar�y in
the total amount of approxi.nately 2,215 tons. Tl�e unit prices per ton .
are $l�.95 per ton for the standard r►ix and $5.95 for the high type mix.
Will you please have a Council Resolution introduced for the above
purchase so that the icivoices� when they are received� can be paid?
For your information � similar Council F�esolution was introduced in
t�[arch 1967, #23247Lt for the purchase of mixes from E. J. Pennig ComPar�y
for tho period before the openin� of our City Asphalt Plant operations.
The chargeable codes of the bureaus purchasing the material are as
follows: 0211-308, 1200-308, 0230-310, 0291-37-1.
