WHEREAS� Pursuant to resolution, C. F. 234204, approved July 7 1967� a public hearing was duly held on Thursday� July 20, 19�7, before the Council of the City of Saint Paul, said � hearing pertaining to the condition of the structure located � at 535 Carroll�Avenue, Saint Paul� Minnesota; and ' = � WHEREAS, Upon the facts presented at the said hearing consisting of photographs� inspection reports and the recommenda- tion of the City Architect� it is found and determined by the City Council that according to the records and files in the office of the Register of Deeds� the last record owner of the above-described property is Vivian Ruth Washington; that Arthur E. Thom� Inc. is the mortgagee; and that there are no other lien holders of "record; and that it is further determined that the above-described building constitutes a hazardous building within the definition of Minnesota tatutes S ct on 463.1� for the following reasons: FORM f� PROVED st. The exterior siding is rotting, the front porch is rotted and its supporting posts are collapsing adjacent to the steps, part of the cornice trim for the front porch is collapsing due to extensive rot� there is evidence of rot in the wood members around the roof eaves and the window frame� the chimney is in a dangerous condition and is deteriorated; e. The interior of the building has been extensively vandalized� steps from the first to second floor have been smashed, radiators have been removed� plaster is cracked, window frames are rotted, glass is broken, and the basement is severely deteriorated and mortar has fallen from between the stones; d. The interior of the building is littered with combustible material; ' e. The building in the above condition _ is beyond reasonable repair; f. The building is un.fit for human habitation in its present condition and the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same habitable; g. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate maintenance; r .� ' . _y ,,t , � � � 234��p t Page 3. now, therefore, be it , � RESOLVED, That in accordance with Minnesota Statutes Sections 463.15 through 463.26� and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does herebp make the following Order: ORDER � 1. The owners of the above-described building shall make . the same safe and not detrimenta� to the public health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within twenty (20) days from the date of the service of this Order or, in the alternative� begin to correct the hazardous conditions within twenty (20) days from the date of the service of this Order to correct the hazardous conditions by doing the following: a. Remove all paper and other combustible materials from the building and securely close and keep closed all doors, windows or other ` openings in the building; b. If the building is to be used for human habitation, all of the above defective conditions must be corrected and the building corrected so �as to comply with and meet the Saint Paul Housing . . Code and the Saint Paul Building Code requirements, and that the owners submit a list of intended corrections regarding the structural condition of the building� electrical and heating system� - _ � together with a schedule for the completion of the rehabilitation program and that the owners �.�`��� apply for the necessary permits in the office � of the City Arehitect within the twenty (20) � ° ' "'" days imposed herein. �� � 2. In the event that the building is to be razed by the City of Saint Paul pursuant to �udgment of the District Court, all personal property or fixtures which may unreasonably ' interfere with the razing and removal of this building shall be removed within ten (10) days from the entry of �udgment; and if not so removed� the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law. 4. Byrne, Mayor and Members of the City Council Subject: File No. 1878 535 Garroll Ave. Gentlemen: The following is a report from the Building Department on the condition of the property located at 535 Carroll Ave. in Saint P�aul also known as Lot 20, Block 2, Wilsonas Rearrangement of a part of- Marshall � s Subdivision of B�ock 27 Mackubin and Marshallts addition to Saint Paul. The owner;, of record .i�s�Mrs. Vivian Ruth Washington. An inspection made May 29, 1967 indicated the condition of the property as� follows: The property is a sing�e family dwelling of wood frame constructionr v stories in height, approximately 76 ft. long, 32 f t. wide and 28 ft. in height. The property is currently vacant and is being secured by the Department of Public Works as an emergency measure. It has been subjected to extensive vandalism� EXTERIOR The exterior of the building is wood lapped siding which is rotting in many areas. The front porch in particular is rotting and the supporting posts are collapsing adjacent to the steps. Pa�rt of the cornice trim over the front � porch is collapsing due to extensive rot. There is ,evidence of rot in the wood members around the roof eaves and the window frame. The chimney is in a precarious condition due to the deterioration of the mortar joints between the bricks and is in danger of collapsing. INTERIOR The interior of the building has been extensively vandalized. Steps from first to second floor have been completely smashed very� likely by the vandals who removed the radiators and threw them down the stairs. � Y d -2- July 19, 1967 � All of the interior rooms are in a deteriorated condition with the plaster cracked or loose in many areas. The window frames show evidence of rot, the glass has been broken and it is the opinion of this department that the building is beyond reasonable repair. BASEMENT - The basement is of ,limestone construction and the mortar joints have deteriorated to the extent that the mortar is falling from between the stones.
