hearing was du.ly held on �Zesclay, July 1$, 1967, before the Counail of the City
a� Saint Paul, said hearing pertaining to the condition of the stru�ture located
at 397 W. Central Avenue, Saint Paul, Minnesota; and
WHEREA,S, IIpon the facts presented at the said heaxing, consisting of photo- ,
graphs, inspection reports and the recommenda.tion of the Gity Architect, it is
found and determined � the City Counci.l thqt aecording, to the records and files
i.n the office of the Register of Deeds, the last record. owners of the above
described property are E�vin Erickson and Lois Eri.ckson; that M�.dwest Federal
Sav�ngs and Loan Association is the mortgagee, and that there are no other lien
holders of record; and that according to the records of� the Ramsey County Auditor
the real estate taxes for the years 1965 and 1966 are delinquent= that it i.s
further determined that the above described dwelling and garage constitute
hazardous buildings within�the definition of Minnesota Statute Section 463.1�,
f or the f o�lotaing reas ons: ` '
a. The building is stancling vacant and `abandoned, and is
subject to being entered by unauthorized persons.
b. The basement stairway is dila,pidated? and in dar�gerous ` �
condition, the wood posts supporting. the main beam �.se _ '
rotted, the chimney has split up two' sides and is in da,nger of �
� collapsing, and the basement windows are broken and beyond repair.

frame is borken, and doors are pulled off their hinges, ceiling "
plaster has deteriorated and is falling, wall pla.ster has fallen,

safe and not detrimental to the public health, safety and welfare by having the � � �
said building and garage razed and. the materia.ls therefrom removed from the -

, ir� the al.ternative, begin to correct the hazardous conditions and correct the �

2. Unless sueh corrective action is taken to comply with this Order or an :

the District Court in and for Ra.msey County, Minnesota, within twenty (20) days �

Order to raze and remove the said building and gaxage will be ma.de to the Rarnsey
County District� Court. _ �

3. In the event that the bui.lding and garage are to be razed by the City of j
Saint Paul pursuarrt to judgmerrt of the District Court, all persona,l property or '
fixtures which may unreasonably interfere with the razing and removal of this
building and garage shall be removed wi.thin ten (10) days from the entry of
�udgment; and if not so removed, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as provided by la.w. ;

The following is a report from the Building Department ' ;
' on the condition of the property located at 397 West i
Central in Saint Paul also known as Lot 26, Block 7, ' �
Mackubin and Ma�shall ' s addition to Saint Paul. The ;
owners of r,ecord are ; Ervin and Lois Erickson;
mortgagee, Midwest Federal Savings B� Loan Association. ; j

This property was posted on August l, 1966 by the _ �
Health Department as unfit to live in, ahd our inspector _ !
indicated at that time that the property was standing :
open.' Its conditions as of June 2, 1967 are as follows : , ;

The property consists of a frame duplex dwelling, two _ '
stories in height approximately 20 ft. wide, 50 ft. long , ;
and 28 ft. high with a full basement�. At the rear of
the property is a frame garage building approximately : �
16 ft. wide and 30 ft. long. ; �

BASEMENT �
The stairway is considered to �be in�a dangerous condition ' �
due to dilapidation and wear. TY�ere is considerable � _ '
brick rubble and other debris littering the basement. . �
A limestone foundation has been plastered to fill in ', I
eroded mortar joints and now this plaster is falling � +
from the wall. A hot water boiler has been removed, } t
and the wood posts supporting the main beam are rotting. - �
The chimney has split up two sides and is in danger of - ;
collapsing. The basement windows to the outside are all . i
broken and beyond repair. �? ' i

FIRST FLOOR � �
The first floor, which contains five rooms plus a bath, �
the fireplace in the living room has been smashed by
vandals. The front window in the Tiving room has the
frame smashed, and the doors are pulled of the hinges. f �
The ceiling plaster has deteriorated to the point that ;
it is in danger of falling. The remaining rooms on the " �
first floor are in similar condition with the window � i
frames smashed and ���he plaster falling off the walls.
In some areas the fin�..�hed floor ha's been removed�. The .
plumbing fixtures in the first floor bathroom have ;
been stripped from the walls and the floors are smashed .
in. The walls are _completely broken out and in several
ar`eas the floor is open to the basement.
SECOND FLOOR = '
On the second floor, containing fou'r rooms and bath, the �
hot water radiators have been stripped from all rooms.
The rooms are all littered with broken plaster and other . I
debris. The doors have been pulled_ from their hinges.
All the plumbing fixtures have been stripped from the '
bathroom and smashed. The plumbing_in the kitchen sink '
has been stripped from the kitchen and the wall area
behind it is smashed. All the window frames are broken
and there is considerable combustible debris strewn about
the premises. � ,

� The soil pipe in the attic has been removed, leaving a
hole in the roof. The stairway is in a dangerous condition
and the attic is littered with debris.
The entire plumbing and heating system in this property
has been smashed and all salvagable items have been
removed from the premises. � 1

GARAGE " . '
. The garage building at the rear of the property is in i
a dilapidated condition with the roof rafters being � �
broken. The joist ties holding the walls together are - �
breaking. , � i

If it is the opinion of the owners of this property ; i
that it can be rehabilitated, it would be necessary that
they submit a list of corrections they propose to make . �
regarding the structural conditions of the building,
electrical, plumbing and heating conditions, with a �
schedule for completion of the rehabilitation program
along with an application for permits.

In the meantime, it is necessary that the property be t '
properly secured so as to prevent entrance by unauthor-
ized persons and all combustible materials be removed • �
from the interior of this structure. If this alternative �
is not taken, it is the conclusion of the Bureau of •
Public Buildings that by reason of :inadequate maintenance, }
dilapidation, physical damage, unsanitary condition and ;
abandonment, these buildings constituted a hazard to �
public health, safety and welfare. ; �

Therefore, because of the extreme emergency, it was }
. necessary for this department to arrange with the
Parks Department on June 23, 1967 to have city employees �
secure this residence buildin . _ �
