Wf-�REAS, The Committee on Lands, composed'of the Mayor, the �
Purchasing Agent, and the Commissioner of Public Works of the City
of Saint Paul, has secured an agreement for the purchase of that '
certain property described as follows: �
The South half (so z) of the West half (W2); of the East
half (E 2) of Lot Three (3) , Irvine t s Addifion of Outlots
to the town of St. Paul, acc. `
WHEREAS, The property described therein is necessary for the
opening and widening of the Arch--Pennsylvania Highway from Lafayette
Road to Payne Avenue, and the price at which tYie property may be pur-
chased is at the total amount of $10,600.00, a fair and reasonable ;
. price according to the appraisal obtained by the Committee on Lands; '
and

WI�REAS, Said Committee has recorrQnended the purchase of -said
property at the price stated above, as evidenced by the letter of
said Committee submitted herewith; now, therefore, be it
RESOLVED, That pursuant to Section 303 of �the Charter of the
, City of Saint Pau1, the Council of the City of �Saint Paul does
hereby authorize the purchase of the land described as:
The South half (so 2) of the West half (Wz) of the East
half (E z) of Lot Three (3) , Irvine t s Addition of Outlots
to the town of St. Paul, acc. �

RESOLVED Further that the proper city officials are hereby
authorized and directed to pay to Earl P, and Marie M. Martin, ven-
dors of said property, the sum of $10,600.00, said sum to be paid to
the a�'oresaid vendors from PIR Fund 6000, to be rei.mbursed from Bond
Fund No. 7200-ST-32, upon their furnishing an abstract of title con- °
tinued to date evidencing good marketable title° in Earl P. and Marie •
M. Martin, and the total payment to be made upon tender by said
parties of an appropriate warranty deed conveying title to said =
property to the City of Saint Paul. ' -

The City of Saint Paul, acting through its Valuation Engineer, '
has negotiated to purchase certain property �described as follows: '

The South half (so 2) of the West half (Wz) of the East �
half (E z) of Lot Three (3) , Irvine's Add'ition of
Outlots to the town of St. Paul, acc. ` �
The owners of the above described lands, Earl P. and Marie M.
Martin, have accepted an offer tendered them� by the City in the
amount of $10,600.00 as compensation for the, sale of the said -
land to the C3ty,. �;

This property, including land and buildings,; is needed by the
City of Saint Paul for right-of-way for the Arch-Pennsylvania
Highway. In view of -�he reasonable price for which it can be -
purchased, said price being the appraised fair and reasonable
market valu� thereof, we, the Committee on Lands, do recommend
to the Council of the City' of Saint Pau1 that it authorize the �
purchase bf said land in lieu of condemnation proceedings at .
the pri�e of $10,600.00 as negotiated with the owners. '
