RE�OLVED� That the Council of the City o� Saint .
Paul, being duly advised in the premises, hereby finds
and determines that the storm occurring on the 30th day
of June, 1967 was of such great magnitude and terrific ;
force over the entire area of the City of Saint Paul as
to cause an unpreceden.ted amount of damage throughout the "
City, and more particularly to municipal property and �
structures, causing great damage to trees, to public utility ,
installations along public streets and ways, and doing
egtensive damage to police and fire alarm control systems,
all of the foregoing constituting an emergency situation.,
placing in jeopardy the public health, welfare and safety �
of the citizens of the City of Saint Paul; be it

FURTFIER RESOLVED, That inasmuch as adequate funds
were not budgetedin anticipation of any such emergency, and
in consequence thereof funds budgeted under Sections 200
and 201 of the Charter are inadequate to remove the damage -
caused in public ways and to restore the City installations
damaged in the aforesaid storm so as to properly afford
adequate protection to the public health, welfare and
safety, and therefore emergency borrowing �by the City
under Section 206 of the Charter is made necessary to
secure funds needed for this purpose, the Mayor and
'� Comptroller are hereby authorized and directed to borrbw
� a sum not to egceed Three Hnndred Thousand Dollars (�300, 000)
'�' and to egecute and deliver to the party or parties making �
o D the loan a promissory note payable to such party or parties,
o -�o bearing interest at a rate not to exceed five percent (5%)
� p per annum, said note to be payable one year from the da,te
? m of egecution thereof; be it

� � FURTHER RESOLVED, That the funds so borrowed sh all
� � b� credited to� Storm Damage Jun.e sg67 Fund, Activity 0741,
.�- all of said fund to be expended for the purpose of removing
damaged public property in public streets and ways and
restoring and rehabilitating City property and installations
