' RESOLVED, That the Cour�cil of the City of Saint Paul�
being duly advised in the premises� hereby finds and �determines i
that the storm occurring on the 30th day of�� June, 1967� was t
of such great magnitude and terrific force over the entire �
area of the City of Saint Paul as to cause an tanprecedented �
amount of damage throughout the City� and morerparticularly
to municipal property and structures� causing great damage
to trees, to public utility ir�stallations along public streets
and ways� and doing extensive damage to police and fire
alarm ont 1 systems� all of the foregoing constituting �
an emergency situation wherein substantial sums of City �
money have alrea�dy been expended and additionally substantial ,
sums of publi¢ funds are needed to meet the requisite
expenses to repair damage caused to City property and ;
inssallations and to alleviate dangerous conditions existing
as a result of the aforesaid storm so as to protect the - ,
public health and welfare of the citizens of this City; be it �
FURTHER RESOLVED� That in consequence and as a result of
� the aforesaid storm� the Citp is in need of funds to meet
the requisite expenses, and the Corporation Counsel is therefore '
hereby directed to prepare an application immediately for
submission to Federal and State agencies for financial '
assistanee and -aid available to meet the needs and carry out
the repairs -resulting from the aforementioned natuTal disaster;_

FURTHER RESOLVED� That the approximate extent of damages '
sustained by the City to its property, strt�atures, streets, �
sewers, utilities and other City installations is as shown on
the exhibit marked Exhibit A attached hereto and incorporated_
herein by reference; be it �
FDRTHER RE�OLVED� That the �ity Council hereby requests
assistance from the state under the provisions of Minnesota �
Statutes Annotated 9.061 for financial assistance; be it =

FiTRTHER RESOLVED, That Thomas R. Byrne� Mayor of the �
City of Saint Paul, is hereby authorized and directed to :
request the Honorable Harold LeVander� Governor of the State �
of Minnesota� to seek assistance from the Federal government ;
and to request the President of the United States to .
declare this area a natural disaster area for the purpose
of obtaining Federal assistanee in order to carry out the
necessary rehabilitation to property damaged and destroyed :
by the aforesaid storm and to submit with his letter a
copy of this resolution as soon as conveniently possible.

Note: As of 3:30 p.m. , 7/3/67� we have not received any estimate of
damages on the Market roof, nor of any damage to Water Dept. faci�.i-
ties. The Public Safety Dept. and the Dept. of Libraries, Audito��ium
& Civic Bldgs. have received no reports of damage to any of their
facilities. � �
N.B. It is to be noted that � the foregoing is an estimate only of
immediate needs and that there has been extensive damage to
public utilities, police and fire alarm installations� to t e
City, and to the City Market. It is estimated that the fin 1
cost of repairing all damage and replacing City property de -
troyed by the storm will probably exceed the sum of $350,00 .00.

The City presently has no funds budgeted as emergency funcls in
its 1967 budget. • -
