� -WHEREAS, the Council of e ' y o aint Paul has
� determined that forthwith official cog ' t.io�.� of- the laudable �
career of Milton Rosen should be made and that, hereby, official _
cognizance � is taken and recorded concerning the considerable `
contributions to the furtherance and. advancement of the pro�ress
of the City of Saint Paul and its civic affairs and activities,
• by Milton Rbsen, a distinguishedi�a�uncilman of this City fo r many,
many years, who, during his outstanding public career in Ci�y
government, was recognized in Saint Paul �and Nation.ally as �aint
Paul ' s Ambassador of Good Will ; the egtensive, prominent, and
consistently meritorious pu�lic career of Milton Rosen is
inextricably iriterwoven with the history of the City of Sai t
Paul, and �briefYy outlined may be described as follows : He is �
. the son of Isaac and Sarah Rosen, and attended the public s hools
in this 'City; he organized and established the Milton Rosen Tire
and Rubber Company about 1g15 and for many years served as he
head of that company, only within the recent past having relin-
quished ownership and control of that company which bears hi�s
name ; he was first elected to . the' City Council in 1930, being
assigned to the position of Commissioner of Public Works ; he
served as Public Works Commissioner from 1g34 to i936, for � erms
from 1938 to 1940, 1940 to 1942, 1942 to 1944, and 1944 to 946,
• also from 1948 to 1950, 1950 to �1952, 1960 to 1g62, 1962 to 1964,
and 1964 to 1966; in addition thereto, he served as �Cominissioner
� of Finan:ce from ig32 to 1g34; again from �.952 to 1954, and s
� � O� Commissioner of Public Utilities during the two terms from �956
� `to 1958 and from 1g58 to 1960, in total serving fifteen terms , or
thirty years of devoted public service as Commissioner of thie �
� , � City of Saint Paul; during his distinguished -career with the City
