Resolution Opposing Federal "Clear Skies"Legislation
1 WI�REAS, the City of Saint Paui has a responsibiliry to protect the health of its residents through the promotion of
2 policies and practices that reduce pollution and foster sustainable development; and
3 WHEREAS, the City seeks locai policies and practices tYiat promote efficient buildings, fuel economy and renewable
4 energy and reduce pollution, and looks to promote state and federal po]icies that wouid do the same; and
5 WI�REAS, air quality has improved substantially since the passage of the federal Ciean Air Act in 1970, which has
6 contributed to a decrease of 51% in annual emissions of the six most widespread air pollutants; and
7 WI�REAS, a report from the Congressional Research Service states that the "Clear Skies" bill "envisions less stringent
8 standards than those in most other bills, phased in over a much longer period of time" (CRS Issue Brieffor Congress.•
9 Clean Air Act Issues in the 109` Congress, page 3), and it includes no cap on carbon dioxide emissions, a dangerous
10 by-product of coal plants; and
ll WF�REAS, this legislation wil] have the effect of delaying the cleanup of urban air pollutants such as mercury, oaides
12 of nitrogen, sulfur dioxide and carbon dioxide, through implementation of emissions standazds that are in fact weaker
13 than those currently in place under the Clean Air Act; and
14 WF�REAS, the "Clear Skies" legislation would in fact increase many pollutant levels, rather than decreaae them, as
15 eYisting policy does; now, therefore be it
16 RESOLVED, the City of Saint Paul opposes the "Clear Skies" Federal legislation and urges Congress and the President
17 to enforce the existing safeguards currently in law that are much more effective in protecting and improving the
18 environment.
