1 WFIEREAS, Neighborhood Housing and Property Improvement (NHPI) has requested the City
2 Council to hold public hearings to consider the advisability of revoking the rental registration certificate
3 for a duplex rental property located at 2160 CARTER AVE and registered to Maria Rantapaa; and
4
5 WHEREAS, on September 20, 2004, NHPI conducted an inspection of said property and issued a
6 Correction Notice with a compliance deadline of November 1, 2004; and
7
8 WHEREAS, on December 9, 2004, NHPI conducted a reinspection of said properiy and found

lack of compliance with the previous order; and
WHEREAS, on December 10, 2004, NHPI sent the holder of the rental registration certificate far
the subject property, Maria Rantapaa, a$50 excessive consumption bill, addressed to 1398 Grantham St,
St Paul MN 55108-1417, the address on said certificate; and
WHEREAS, as of February 10, 2005, said $50.00 has not been paid, and Legislative Code
�S l A6 (a) (v) provides that non-paymenC of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on December 10, 2004, NHPI notified Maria Rantapaa of the need to arrange an
interior inspection of the subject properry; and
WHEREAS, as of February 10, 2005, an interior inspection has not been arranged, and
Legislative Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds
for an interior inspection; and
WHEREAS, on 3anuary 26, 2005, NHPI sent Maria Rantapaa the proper Norice of Intent to
Revoke Rental Registration (copy attached); and
WHEREAS, Maria Rantapaa has not appealed said notice and the time for filing an appeal has
expired; now therefore
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order concerning the subject properry at 2160 CARTER AVE .
That the subject property is a duplex rental property that is required to be registered with
the Ciry`s Rental Registration Program.

services, which has not been paid.

The above-referenced Rental Registration Certificate issued to Mazia Rantapaa for the
duplex rental property at 2160 CARTER AVE , Saint Paul, MN is hereby revoked.
It is fm ordered that a copy of this resolution be mailed to Maria Rantapaa.

I am writing to you in your capacity as the holder of a rental registration certificate for 2160 CARTER AVE ,
St. Paul MN.
You are hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul Legislative
Code, of the City's intent to revoke the registration certificate for 2160 CARTER AVE based on the

On September 20, 2004, this department conducted an inspection of said property and issued a
Correction Notice with a compliance deadline of November 1, 2004
On December 9, 2004, this department conducted a reinspection of said property and found lack
of compliance with the previous order.
On December 10, 2004, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.
On December 10, 2004, this departsnent notified you by mail of the need to arrange an interior
inspection of said rental property.
As of today this interiar inspection has not been arranged.
I have referred this matter to the St. Paul City Councii with a recommendation to revoke Yhe rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be filed pursuant to legislative Code § 18.02, by appeaiing in person between the
hours of 8:00 a.m. and 430 pm. on any business day at the City Clerk's Office, Room 170, City Hall, 15 W.
Kellogg Boulevard, St. Paui, MN or you may appeal by mail within the same 13 day time line.

Once the City Council has revoked the rental registration certificate, occupancy of the properiy is not allowed
until (I) an inspection by Neighborhood Housing and Property Improvement (NHPI) has been conducted, (2)
the Duector of NFIPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possible to arrange a meeting to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues are addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council. .
