To meet present and anticipated needs of Saint Paul's low-income families and the elderly, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, request�s� �� approval by the City Council of the City of Saint Paul of��the submission of an applica- - tion to the Housi�g Assistance Administration of the Depa �tment of Housing and Urban � Development �or a xevision of its low-rent housing �progra�. . � ��. � As you know, the Authority presently has 800 units design�d for the elderly programmed � � for development. Approximately 480 of these will be read,y for occupancy early in 196�91, � and the remainder early in 1970. Of the 200 units for th�{ elderly presently authoriz�;d � under the Leased Housing Program, 175 units are under lease agreement, with the rema , ing 25 units expected to be under lease in the=near future. ' � �� This resource is inadequate to meet the need represented liy the 1,541 applications o�} , file with the Authority from apparently eligible elderly� �ersons, plus the anticipate�d demand for low-rent housing to be generated by rehabilit �ion projects in the Summit { „ University, Concord Terrace and Phalen Park areas. (b) A revision of our existing Leased Housing Authoriza�ion to provide 1,185 additional dwelling units for both low-income families and elderly to be '� provided by leasing privately owned housing under Section 23 of the U.S. u Housing Act, In this connection, the Authority offers to enter into an � Annual Contributions Contract with the Aousing Assis�tance Administration � for assistance in the amount of $1,127,141.40. � �� �t The additional 210 units of leased housing for the 1lderly are being � requested for£elderly residents who, because of special circumstances, ��' desire to remain in their present location (141 units) and to provide � the Authority with a ready source of temporary relo�cation housing during ` those interim periods of shortage (69 units) . ��� �- �� With respect to the non-elderly, the Authority proposes to utilize the ± Leasing Program as a major tool in carrying out thrMee extensive residen- � tial rehabilitation programs scheduled over the next five years. '^ The leasing provisions of Section 23, in many inst��ces, could provide �;� the only valid alternative to condemnation of margi�nal structures in ur- �t ban renewal areas and the subsequent dislocation o�� their low-income � tenants. This process would prove many times morefcostly in the long '�_ � run, given the additional acquisition and relocation costs and the pro- ,,� bable necessity for the construction of additional public housing projects . E because of the demand generated by the large scale displacement. � ' � In actual practice, the leased housing program works in this manner: I� � ; The Authority leases private standard housing or housing which the owner � agrees to bring up to standard and to make available to low-income persons ;r ' at the market rent charged for such housing. � �+ � f the � } Low-income families and elderly occupy the housing �as tenants o p Authority, paying the same amount of rent, based on income, that would '� : be required of them in public housing. � �, � � k� 't q K ' �Y i � ��� .. This subsidy is � based on the amortized cost per unit of providing new public housing units of ;� equivalent types as those to be leased. N l� Property owners retain control of, and responsibility for, the operation and � � maintenance of their properties. Arrangements for ,tenant selection responsi- � � bility may be negotiated, Leasing agreements are se� up on an annual basis �� ; and may be cancelled upon prior notice. j ,Y� , � . . Agreements between the Authority and property owners� would contain a provision :_ that the owner will not, in the selection or approval of tenants or proviaion '�• of services, or in any other manner, discriminate against any persons on the `, grounds of race, color, creed or national origin. _� �a ,, Benefits accruing to the City of Saint Paul from the Leased Housing Program �:" � would include: I� �_ . IP t (a) Providing instant relocation accommodations fo�� displaced low-income � _ _ families and the elderly in or near the neighbolrhood of their prefer- ;x_ ence, obviating a distressing wait for public h'ousing sites to be �� acquired and new buildings to be erected; � � � � (b) Assuring a more normal tenant-landlord relationship by not isolating �� low-income families in public housing project �areas, while eliminating �'� the need for additional low-income housing pro�jects for the non-elderly; r ;i (c) Continuing to house 1ow-income families whose;incomes rise above the eligibility limits. Unlike public housing, wh,ich has a maximum income ��- limit for continued occupancy, the Leased Hous�ing Program permits � tenants to remain in. residence as their �income��increases, if both �G ' parties agree, by either becoming regular tenants of the landlord or � eventually purchasing their own homes; � . According to the 1960 census, 27.3% or 870 of the 3,182 primary families ' occupying substandard rental units had incomes under $3,000 per year.
