05-154Council File # OS' �S'�' Green Sheet # 3 ���a 7 � .�' Presented Resolution Fede�al Fund'� of the Grant Program �� 1 WIIEREAS, the Community Development Block Grant (CDBG) Progam began in 1974 to provide local governments with 2 flexible resources to meet the needs of low and moderate income persons; and 3 WI�REAS, the CDBG program has provided the CiTy of Saint Paul with over $300 million for basic housing and 4 neighborhood revitalization, economic development, job creation initiatives, citizen participation, and human services; and 5 WI IEREAS, the CDBG Program continues to be the largest source of federal fmancing provided to Saint Paul which duectly 6 assists our low and moderate income residents; and WHEREAS, the FY2006 federal budget as releasedby the Office ofManagement andBudget on February 3, 2005, identifies the CDBG Program as one of eighteen programs to be eliminated, and combined into a single program under the Department of Commerce; and 10 WHEREAS, the loss of the CDBG program would be devastating to the City of Saint Paul, and would necessitate a severe 11 reductionoreluninationofthecity`sbasichousingrehabllitationefforts,reduceoreliminatefundingtotheCity'sCommunity 12 Development Corporations, and reduce or eliminate human service activities, all which directly assist the neediest of Saint 13 Paul residents; now therefore be it 14 RESOLVED, that the Mayor and the Council of the City of Saint Pau] join hundreds of municipalities nationwide in 15 reaffirming the importance and significance of the CDBG Program, and the positive impact it has made in oar communities; 16 and be it 17 FINALLY RESOLVED, that the City of Saint Paul urges the United States Congress to reject the FY2006 Proposed budget, 18 and restore the CDBG Program at it full funding level, and keep the program in the U.S. Depariment of Housing and Urban 19 Development, where it has been administered successfully for more than 30 years.
