Improvements planned include construction of sanitary sewer, storm sewer, water main, concrete curb and gutter, a new bituminous surfaced roadway, a retaining wall, sidewalks, a pedestrian/bicycle trail, landscaping, street lighting, two storm water sedimentation ponds, and water and sewer service connections where appropriate. See attached map for preliminary layout. INITIATING ACTION Phalen Boulevard is a new roadway to be constructed on the city's East Side between I- 35E on the west and Johnson Parkway on the east. This new roadway will support an initiative by the City and area businesses and residents to encourage redevelopment of vacant and underutilized land in the corridor. The project will also significantly enhance access to the East Side by providing a better connection to the regional roadway system at I-35E, and by providing a direct route from the Phalen Village area to I-35E north of downtown Saint Paui. The proposed construction of Phalen Boulevard is considered a Federal Class I Action because of the potential for significant impact on the natural and physical environment. An Environmental Impact Study (EIS) has been completed for Phalen Boulevard. After consideration and review of the analysis presented in the Draft EIS and the comments receiveci from agencies, organizations, and citizens during the 45-day Draft EIS public comment period, the Saint Paul City Council, in a resolution dated February 24, 1999, selected segments W-2D, C-4, and E-1 from the Draft EIS as the Preferred Alternative for Phalen Boulevard. The Record of Decision was approved by the Federai Highway Administration on November 19, 1999. The project is being constructed in phases. Phase I of the Phalen Boulevard Project is the section between I-35E and Payne Avenue, which was constructed in 2003. Phase II is the section between Payne Avenue and Arcade Street, which was constructed in 2004. Phase III is the section from Arcade Street to Johnson Parkway. EXISTING CONDITIONS The west half of the proposed alignment of Phalen Boulevard runs north of and parallel to the Union Pacific Railroad, within the Ramsey County Regional Railroad Authority (RCRRA) right of way. The eastern half of the proposed alignment follows the RCRRA p5- t�l� right of way, and curves north away from the Union Pacific Railroad property to meet Johnson Parkway at the existing intersection with what used to be called Prosperity Avenue but is now Phalen Boulevard also. The existing asphalt Bruce Vento Regional BicyclelPedestrian Trail is located on RCRRA properly, where Phalen Boulevard will be built. Two existing streets will be extended to connect in to Phalen Boulevard: Frank Street from the north and Atlantic Street from the south. The new connection for Frank Street will run across properly the City has acquired from Budget Towing. The new connection for Atlantic Street will run across a small portion of the Ray Anderson and Son's property that was acquired for this project. In addition, provisions are being made to allow for the future connection of Duchess Street If and when this connection is made, the road will run across land that is currently owned by 3M. PROPOSEDIMPROVEMENTS The Phalen Boulevard Phase III project includes construction of Phalen Boulevard from Arcade Street to Johnson Parkway. Under Preferred Alternative E-1 in the EIS, Phalen Boulevard will be a two lane roadway from Arcade Street to Frank Street. It will be a divided two lane roadway from Frank Street to Johnson Parkway. The alignment runs north of and parallel to the Union Pacific Railroad line from the Arcade Street area east to approximately Frank Street. East from Frank, Phalen Boulevard curves off to the north, and pulls away from the railroad tracks. Phase III will meet Johnson Parkway at the existing intersection of Johnson Parkway and Phalen Boulevard to the east, which was built in 1998. The project also includes construction of Frank Street from York Street to Phalen Boulevard as a two lane roadway, 32' wide; and Atlantic Street from East Seventh Street to Phalen Boulevard as a two lane roadway, 36' wide. On the west end, Phalen Boulevard will connect into the existing Phalen Boulevard (constructed as Phase 11) just to the east of Neid Lane. The majority of Phalen Boulevard will be constructed in an easement on property owned by RCRRA. Under the terms of the easement agreement, the City shall complete any necessary grading work to maintain a 39' wide corridor for future Light Rail Transit as part of this project. To allow for grading for future Light Rail Transit, there wifl be a retaining wall constructed adjacent to the Seegar Square property just to the east of Arcade Street. The wall will be approximately 600' long, and will vary in height from 12.5' to 4'. A new 12 foot wide pedestrian/bicycle path will be constructed along the north side of Phalen Boulevard between Arcade Street and Johnson Parkway. This will take the 2 � place of the existing Bruce Vento Trait that wi11 be removed to allow for the roadway construction. Sanitary sewer, storm sewer, water main and private ufilities witl be instalied in the roadways to serve future development in the adjacent areas. Two storm water sedimentation ponds will be constructed as part of this Phase of Phalen Boulevard. One will be on the former Budget Towing site, just to the east of Earl Street in the north east corner. The other pond will be at the intersection of Phalen Boulevard with Johnson Parkway, in the south west corner. New lantern style street lighting and landscaping will be installed on Phalen Boulevard and the Frank Street and Atlantic Street connections. In addition, existing bent straw lighting on Phalen Boulevard between Johnson Parkway and Maryland Avenue will be reptaced with lantern style ►ighting. NOISE WALL Public Works is investigating the appropriateness of a noise wall as was suggested in the Phalen Boulevard Final EIS. If a noise wall were to be built, it would be in the area just to the west of the intersection with Johnson Parkway. Preliminary design suggests that the wa�l should be 10' high, and might stretch up to 1600' along the north property line of Phalen Boulevard and the Light Rail corridor. Public Works does not plan to construct a noise wall at this time. We will work with the community during the construction phase, to look at options and to assess the need for noise mitigation. If the community decides that a noise wall is what they want in that area, Public Works will come back to the City Council for a final decision regarding the design, location, and cost of the noise wall. POSITIVE BENEFITS The construction of Phalen Boulevard is a project that has a number of interlocking economic, social, and transportation goals. The overall purpose is to support and enhance the Lower East Side neighborhood through which the roadway passes. This support and enhancement will be achieved in several ways which are considered to be the goals of the project. These include the following. Provide access to otherwise undevelopable industrial sites Generate economic growth in the community Develop vacant brownfield sites Enhance local and regional accessibility for residents, businesses, and visitors Improve regional access to the Phalen Corridor Provide local and regional recreational and bicycle/pedestrian facilities 3 45- ��lt� ADVERSE EFFECTS Construction of Phalen Boulevard as proposed will require the City to purchase additional right of way. There is a possibility of soil contamination in the right of way, likely then requiring remediation. The project will remove the Bruce Vento Regional Trail from use for the construction season. There will also be the normal problems associated with construction such as noise, dust, temporarily reduced access to the neighborhood, and general disruption. TIME SCHEDULE The project is planned to begin in the spring of 2005 and be substantially complete and open to traffic in the fall of 2005.
