As described, the proposed grant would assist with the installation of an electrical hose reel at Edgcumbe Recreation Center. The total estimated cost of this activity is $2,309.27. Recommendation At its January 26` meeting, the Neighborhood STAR Board reviewed the Electric Hose Reel proposal. The Board was unable to recommend approval due to the project not meeting STAR requirements adopted and approved by the City. As submitted, the activity does not appear to be a capital improvement as defined by the Neighborhood STAR Guidelines and does not meet the required 1 to 1 match of public to private funds as specified in the STAR Guidelines. In addition, as further required by STAR Guidelines, City departments are eligible applicants only when in partnership with a neighborhood and/or community group. The Board strongly encourages the Department of Parks and Recreation to partner with a community organization on this project, and to modify the project to comply with the STAR Guidelines. Staff will inform the applicant of the Board's recommendation, and provide additional information as appropriate.
