WHEREAS, on January 26, 2005, the Neighborhood STAR Board reviewed a proposal by
the Department of Parks and Recreation to assist in the installation of an electric hose reel at
Edgcumbe Recreation Center; and
WHEREAS, the ice rink at the Edgcumbe Recreation Center is heavily used by numerous
members of the community including families, neighbors, and the Edgcumbe Youth Hockey
Program; and
WHEREAS, the installation of an electric hose reel at the Edgcumbe Recreation Center will
allow the community ice rink to be flooded on a more frequent basis with less man power thereby
increasing the quality of the ice; and
WHEREAS, the permanent installation of an electric hose reel at the Edgcumbe Recreation
Center is a capital improvement that is expected to last beyond 7 years; and
WHEREAS, because this public improvement project is of substantial community
significance, a waiver ot the STAR Guidelines in regards to the applicant and matching fund
requirements is required; now therefore be it
27 RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4 of
28 the City Charter, the City Council does hereby amend the 2005 budget for the Edgcumbe Hose

SUBJECT: NEIGHBORHOOD INVESTMENT INITIATIVE PROGRAM (N.I.I.P.) :
Edgcumbe Recreation Center - Electric Hose Reel
Background
On October 10, 2004, Ron Hauth, Service Area Coordinator, Saint Paul Parks and
Recreation, received a fetter from your office recommending grant funding of up to $2,309.27
from the city's N.I.I.P. program. As described, the proposed grant would assist with the
installation of an electrical hose reel at Edgcumbe Recreation Center. The total estimated
cost of this activity is $2,309.27.
Recommendation
At its January 26` meeting, the Neighborhood STAR Board reviewed the Electric Hose Reel
proposal. The Board was unable to recommend approval due to the project not meeting
STAR requirements adopted and approved by the City. As submitted, the activity does not
appear to be a capital improvement as defined by the Neighborhood STAR Guidelines and
does not meet the required 1 to 1 match of public to private funds as specified in the STAR
Guidelines. In addition, as further required by STAR Guidelines, City departments are
eligible applicants only when in partnership with a neighborhood and/or community group.
The Board strongly encourages the Department of Parks and Recreation to partner with a
community organization on this project, and to modify the project to comply with the STAR
Guidelines. Staff will inform the applicant of the Board's recommendation, and provide
additional information as appropriate.
