WHEREAS, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
� sity of the correction or wrecking and removal of the two story
' frame duplex at 651 Canton Street, more particularly de�cribed as � �
Lot 21, Block 9, Clarke�s Addition to City of Saint Pauls because �
said structure is reported to constitute a hazardous structure,

WHEREAS, It appears ' that the last known record ownersof the C �
property are Ralph J. and Elaine M. Redding, and that V. 0� Zabel �
appears to have an interest of record; therefore be it �

RESOLVED, That a pt�blic hearing be held by and before the
Council of the City of Saint Paul, in the Council Chambers of the
Court House /And City Hall, in said city at ten o�clock A.M. on ,
Thursday, February 2, 1967, to consider the advisability and
nec'essity of ordering the correction or wrecking and removal of �

This property is classified as a duplex of frame construction, two , �
s.tories in height and contains only a partial basement, approxi- '
mately 34 feet wide, 33 feet long and 32 feet in hei ght, At the ,
present time the build3.ng is vacant, open, and is in the process ;
� of be3.ng vandalized. -'

� EXTERIOR . :
i The exterior of the building reveals the chimrtey mortar �oints have
eroded and a�e in r�eed of repointing+ The roof is sagging, the �
porches, exterior stairways and railings are �.n a dilapidated condi- � '
tioxt and are in danger of collapse. �'he cornice trim boards and the 'i
rain gutters are falling from the edge of the roof,. and the cement ,,?
base course around th� structure is cracked, crumbling and falling �
away in several areas. �

BASEMENT .
The building contains only a 'partial basement. The foundation is ���
� constructed of a flat gr�y stone and the mortar joints have eroded ;;
and are irt r�eed of repair. The basement stairways and doorways are '
, in dilapidated conditiori, and the first floor �oists are rotting+ „

The first floor contains four rooms�_ Pl�ster in all the r�ooms i� �
in very poor condition and irr danger of falling from the walls. "�
The flooring is out of level, and sectz�ns of the flooring are �� '
rotting, The doors and windows are broken; and the ceiling and wall � �
f inish from the f irst floor bathroom is missing. The entire f irst �
floor is littered with debris.

The staiivuays and the� por`ch are badly rotted, and many of the windows �i
