05-1196Council File # DS � �� � Green Sheet # 3 �� b RESOLUTION CITY QF SAINT PAUL, MINNESOTA Presented Referred To Committee Date �5 Reso[ution Cancerning Lifting the Stay or E.�cuting the Order to Remove or Repair I774 Norfolk Avenue WHEREAS, the Saint Paul City Council adopted Council File #OS-16 on June 1, 2005, an Order to Remove or Repair the buildings at 1774 Norfolk Avenue within 45 days; and WFIEIZEAS, the Saint Paul City Council adopted Council File #OS-698 staying enforcement for a period of 90 days this Order to give time to the Ramsey County District Court appointed Emergency Conservator of the Estate to abate some of the nuisance conditions on the interior and sell the properiy; and WFIERAS, the court approved the sale of this property on November 7, 2005; now, therefore, be it RESOLVED, that the Saint Paul City Council herewith refers this matter back to legislative hearing on January 3, 2006 for a recommendation on continuing with the previously ordered demolition; and RESOLVED, that the Saint Paul City Council herewith schedules a public hearing on this matter, 7anuary 18, 2006. December 20, 20D5 Bruce Wakefield Antler Building Corporation 1572 Fifth Street White Bear Lake, MN 55110 Deaz Mr. Wakefield: On July 27, 2005 the Saint Paul City Council adopted Council File # OS-698 staying enforcement for a period of 90 days of Council File # OS-16, an Order to Remove or Repair 1774 Norfolk. The Council is referring this matter back to legislative heazing to give you, the new owner, an opportunity to make a case for not continuing with the previously ordered demolition of this structure. If you intend to rehabilitate the structure, I typically look for the following: 1) Code Compliance Inspection Report from the City Office of License, Inspections and Environmental Protection; 2) A$2,000 performance bond to be posted with the City Office of License, Inspections and Environmental Protection, returnable if the project is completed within 180 days; 3) A work plan for the rehabilitation of the shucture which addresses the issues outlined in the Code Compliance Inspection Report; 4) A fmancial plan which indicates the where-with-all to complete the rehabilitation; and 5) Payment of outstanding tases, settlement of outstanding citations; and payment of vacant fees. If you plan to proceed with demolition on your own, I will be ]ooking for the following: 1) A signed contract with a qualified demolition contractor and a valid demolition permit. 2) A timeline for the shuchue's demolition. Finally, if you do not plan on holding the properiy, I will be looking for a signed purchase agreement with an individual, organization or business which will bring to the legislative heazing their plans for either the rehabilitation or demolition of the structure, as outlined above. The Legislative Hearing is scheduled for January 3, 2006 at 10:00 a.m. in Room 330 of the Saint Paul City HaIl/Ramsey County Courthouse Building. The recommendation coming out of the legislative heazing process will be considered by the Council at its January 18, 2006 public heazings at 530 p.m. This letter serves as legal notice these hearings.
