THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: . �- Section l. Pursuant to the authority granted in Minnesota Statntes 493.01 through 493.04, the Municipal Court of Saint Paul may establish �n Ordinance Violations Burean to assist the �ourt in disposing of violations of the Saint Paul Legislative Code relating to building construction, operation and maintenance; fire and fire prevention; public health and sanitation; and - zoning. Section 2. All duly appointed, qualified and acting in- , spectors of the departments of the City shall have the same ' power as possessed by police officers of the City to issue � summonses in the same manner and with the same force and effect � as summonses issued by police otficers, but such summonses shall ' relate only to the offenses mentioned in this ordinance, and no ` r inspector shall physically arrest or take into custody any violator e�cept on a warrant duly issued. Section 3. As nsed in this chapter, the term "summons" means� , a written or printed notice served upon the person charged with a violation. Such summons shall be in a form to be approved by the . ;�' Municipal Court of Saint Paul and shall contain the following: ;, (1) The name and address of the person creating " � the violation or the owner or person in charge of the premises at which the niolation occurs. - (2) The date and place of violation. Whenever any inspector shall discover any , ,,; violation of the Saint Paul Legislative Code as enumerated in ; ;,; Section 1, or as may be designated bp (�ourt rule, snch inspector F �, may issue a summons to the person alleged to have committed the � violation. The summons shall be served upon the owner or person in charge of the premises alleged to be in niolation. Section 5. After the service of the summons, the person , alleged to be responsible for the violation, or his attorney or agent, shall report to the Ordinance Violations Bureau within ► the time as shall be fixed by Court rule. The Court shall by rul , ��t prescribe what disposition shall be made of all violations. Said � � rules may prescribe that the niolator may pay the fine in the , , Bureau according to an established schedule or the Court may require that the niolator appear in Court. The Court may also provide for increased penalties for failure to appear in the Bureau within the time prescribed. _ Section 6. The Ordinance Violations Bureau shall keep a complete record of all complaints and summoases. All monies � received by the Bureau shall be paid over by the Clerk of the Municipal Court daily to the.City of Saint Paul. ' � Section 7. This ordinance shall be deemed a part of the Saiut Paul Legislative Code and shall be incorporated therein and'' given an� appropriate chapter and/or section nunaber at the tune ., of the next revision of the said Legislative Code. Section 8. The various provisions of th"is ordinance shall be senerable, and if any part or pr.ovision shall be held to �be � invalid, it shall not be held to invalidate any other part or pr = ' vision thereof. . _ ��, ' Section 9.
