WHEREAS, Pursnant to resolution� C. F. 230794, adopted November .;
10, 1g66, a public heaing was duly held on November 29� 1966, before �}
the Council of the City of Saint Paul, said hearing pertaining to -
the condition of the structure located at 2277 Youngma n Avenue, Saint
Paul, Minnesota; and i
WHEREAS, IIpon the facts presented at the said hearing� consisting -
of photographs� inspection reports and the recommendation of the Citp t
Architect, it was found and determined by the City Coun.cil that
. aecording to the records and files of the Office of the Registrar of
Titles� the last record ownersof the above-described property are `
Adelmo Casci and Lucy Casci, and that there are no other lien holders
of record; that according to the records and files of the County
Auditor� the named taxpayer for the said property is Richard C. Noack; F
that it was further determined that the above-described building :
constitutes a hazardous building within the definition of Chapter
393, Laws of 1965� for the following reasonss
a. The building is standing vacant and -
open and is sub�ect to vandalism;
b. The front porch� with only a floor �
. remaining� is in very poor condition .

inadequate maintenance; �

now� therefore� be it ��

RESOyVED� That in accordance with Chapter 393� Laws of 1965� ! �!
. and based on the foregoing findings of the Couneil, the Council of �:�
the City of Saint Paul does hereby make the following Order: �

ORDER � ����
l. The owners of the above-desoribed building shall make the �
same safe. and not detrimental to the public health� safety and welfare 1
by having the said building razed and the materials therefrom removed ,
from the premises within thirty (30) days of the date of the service of �
this Order, or, in the alternative, begin to correct the ha zardous '
conditions and correct the hazardous conditions by doing the following: ' �
a. Remove all paper and other combustible � �
materials from the building and securely �
close and keep closed all doors, windows ` �
or other openings in the dwelling; �

b. Remove the hazardous front porch; ` �{

c. Have removed and disconnected all k
utilities; . �
d. If the building is to be occupied� all "�
of the above conditions must be `�
corrected in compliance with the Saint "�
Paul Building Code and the Saint Paul }
Housing Code. �

2. Unless such corrective action is taken to complp with this =
Order or an answer served upon the City of Saint Paul and filed in .
the Office of the Clerk of the District Court of Ramsey County� �
Mi.nnesota� within twenty (20) days from the date of �the "servi�e of
this Order� a Motion for Summary Enforeement of this Order to raze t
and remove the said building will be made to the Ramsey County Dis-
trict Court. '
� 3. In the event that the building is to be razed by the City
of Saint Paul pursuant to �udgment of the Distriet Court� all
personal property or fixtures which may unreasonably interfere with �
the razing and removal of this building shall be removed within.� ten
(10) days from the entry of judgment; and if not so removed� the City �
of Saint Paul shall remove and dispose of such personal property and ;
fixtures as provided by law. �
4. If the City of Saint Paul is eompelled to take any
corrective aetion herein, all necessary costs expended by the City
will be assessed against the above-described real estate and collected
as .other taxes; �
and be it � `
FURTH�R RESOLVED� That a certified copy of this resolution and �
incorporated Order herein be served upon the last rem�d owners of
the above-�escribed property and upon other interested parties in �
the manner provided by law; and be it
FIIRTHER RESOLVED, That resolution, C. F. 230977, adopted November
29� 1g66, be and the same is hereby superseded by the above Council
action and Order.
