I on the social problems---a mass &rticuta..iun fc�r the concern of the poor. � , The more people who become concerned about povr�rty, the greater our prospects � _ are for getting it solved. For the crucial te:�t of a war against poverty in this axea is not simply what happens t� thF� 5`�i of tlie people who are poor, j � I what happens to the 953b who are �not poox. If nothing happens to that 95�, if there is no interaction, dedication �.nd fulfillment in meaningful a � social endeavors, if their support is nu:; forth coming or enlisted, then, ; ' , � . the war on poverty will be very much like those £rozen etatues of battles in i f , , ,;,, r,;� � ,, the nations; public parks. The posture will be heroic, the swords will be � ; held high, but the movement will be nil. r i ' t Of the eleven millions of dollars spent for the several OEO programs in � Ramsey County, more than 39�000 persons have been touched and there are �� , '� still on-going programs in operation. The�e people have been given hope. ;, The question is, what will happen if the City of St Paul and Ramsey County �� ' � Citzens' Committee do not put forth every posaible effort for complete �i refunding of all QEO programs in this county? These people will react. � t � Who is accepting the responsibilities for these reactions. It is the j j i responsibility of both the city and county governments to assume such � i � � a task of reactions. I can �see a true marriage between the City of St Paul, ; � Ramsey County and the poor people. These two governments can show positive `j � concern, by letting all the, people of this city and county know where you ^� i r stand of such an important and vital issue as the poverty programs. � °� You can further show your concern, by becoming totally involved. Poverty � is ultisately a very persanal matter. Poverty is being unable to borrow money at a decent r�ite of interest ,�.�.. � to fix your house.
