� W HEREAS, the Mayor has proposed budgets for the City of Saint Paul for the fiscal year beginning January 1, 2006, in accordance with
z the City Charter and Chapter 56 of the Administrative Code; and

a WHEREAS, the City Council, after publication of the notice in the newspaper on December 6, 2005, participated in a public hearing on
s December 13, 2005, on the Mayor's Proposed 2006 budgets, as required by the City Charter and applicable state and Federal laws; and

� W HEREAS, the Council has revised the Mayors proposed budgets as herein set forth; now therefore be it
a
s RESOLVED, that in accordance with the procedures and requirements set forth in the City Charter and other laws applicable thereto,
�o the Councii of the City of Saint Paul does hereby adopt the 2006 budgets as proposed by the Mayor with such monetary changes, addition
�� and deletions as are hereby adopted and which, along with total budgets, are set forth on the attachments to this resolution; and be it
�z
ts FURTHER RESOLVED, that the expenditures in dollars as may be made by the several offices, departments, bureaus, and agencies of
7a city government during the fiscal year 2006 shall be, and are hereby approved, and adoption of these budgets shafl constitute
ts appropriations of the money amounts as set at the department budget total in the General Fund budget, the project total in the Capital
ts Improvements budget, and the fund budget total in all other cases.

2o FURTHER RESOLVED, that the adoption of the 2006 budget for the Community Development Block Grant Fund (100) is a multi-year
2� budget based on estimates for a grant which has a fiscal period that differs from the City's normal budget year (January 1 through
zz Decem6er 31); the authocity to implement this adopted multi-year budget commences only at the beginning of the grant period,
za and shall extend beyond December 31, 2006, through the end of the grant period and; during the year when the grant is accepted
2a by the City Council, the budget will be amended to match the actual grant amount for the entire multi-year period; and be it

za FURT4-IER RESOLVED, that ihe City Clerk is directed to publish the 2006 budget summary pursuant to Minnesoia Statutes section
z� 471.6965 in the format prescribed by the Office of the State Auditor; and be it

2s FINALLY RESOLVED, that the Director of Financial Services is hereby authorized to prepare the final 2006 Budgets in accordance
3o with the actions taken herein and to equalize, balance or set the final department revenue sources and department appropriations as

RE: Proposal to reduceLibraryAgency's use ofLocal GovernmentAid (LGA)
The Library Board would like to reduce the use of Local Goven�inent Aid for financing library
services. Advantages of This change include a simplified and more stable financing strategy. The
reducrion in LGA wouid result in a shift to property tases.
To provide for a gradual reducfion in LGA, a two-part approach is suggested:
� 2006 proposed LCtA be reduced to the 20Q5 budgeted amount. This change shifts nearly
$300,000 in financing from LGA to property taYes. The proposed change is presented in the table
below.

* The 2Q�6 revised column results in an increase of $296,456 in
property taxes for the Library Agency. This is equal to a change
of 3% in the levy. The levy for the General Fund decreases by
this same dollar amount because of the receipt of more LGA.
■ Library Board draft a plan to graduaily eliminate LGA as a financing source over a period of 5
to 15 years. The plan should be presented for consideration to the City Council by March 1, 2006.
The next table estimates the annual amount of the reduction.

Council Reseazch has prepared an advisory memo on student fees for use of City services. The idea has
been under consideration in Erie, PA, Boston, MA, and Muncie, IN. At a rate of $100 per student, the
fee could raise nearly $625,000 in revenues per year.
In addition to raising revenues, a financial option for the City might include lowering the service costs
for. colleges and universities by partnering with them to handle more security issues and parking and
traffic problems. Also, special assessments might be more advantageous than coilection through a
student fee.
To more fully develop this proposal, the following steps and timeline are suggested:
1. Council Reseazch update advisory memo with current results for Erie, Boston, and Muncie.
2. OF5, Police, and Fire idenlify:
-partnering oppoztwiities with the colleges and universities.
-service areas where students "consume a disproportionately large share of police and emergency
services".
3. Results and fee recommendation be presented to the City Council by June 1, 2006 for possible use
with the 2007 Budget.

Proposal to evaluate financing from parking meter revenues

The 2006 budget being considered by the City Council includes two changes in pazking meter
revenues:
� Administration's revised 2006 budget proposal ca11s for raising $350,000 in revenues from
parking meters by extending metered time by 40 minutes from 430 to 6:00 pm. Enforcement
staffing would remain unchanged at 14 Parking Enforcement Officers (PEOs) for an annual cost of
approximately $525,000.
� Additianally, the City Council is considering a possible financing change which would fuither
increase these revenues by $75,000 for enforcement during events. Spending to support the
Council change assumes the addition of two PEOs far a total cost of $75,000.
With the above changes, revenue from parldng meters would total $2,352,000 for 2006.

The City Charter requires that an annua! balanced budget be adopted. Timelines aze set by State Statute and City Ordinance. The Ciry
Council has completed its ieview of the budgets, and has made Imown its recommended changes for adoption.
Legally, the resoution adopting the 2006 City Budget should be considered after the resolurion adopting the 2005 payable 2006 tax levy.
