PRO7ECT � 5 WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota 6 (the "Authority") has the power to engage in development or redevelopment activities under 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Minnesota law and the Authority is authorized to engage in activities relating to (a) housing projects and development, (b) removal and prevention of the spread of conditions of blight or deterioration, (c) bringing substandard buildings and improvements into compliance with public standards, (d) disposition of land for private redevelopment, and (e) improving the tax base and the financial stability of the community, and to engage in the aforementioned activities when these needs cannot be met through reliance solely upon private initiative and which can also be undertaken in targeted neighborhoods; WHEREAS, tbe Authority by Resolution No. 96-12/ll-_, and the City of Saint Paul City Council by Resolution No. 96-1512 approved and adopted the policy recommendations of the joint Saint Paul-Minneapolis living wage policy task force ("Living Wage Resolution"); WHEREAS, section 4 of the Living Wage Resolution requires that 60% of jobs newly created must be held by City residents; WHEREAS, the Authority has approved a loan to Minnetronix, Inc.; WHEREAS, Minnetronix, Inc. has requested a waiver of section 4 of the Living Wage Resolution because Minnetronix is engaged in the high-technology field of designing and manufacturing electronic and software-based medical devices and the large majority of its workers aze highly-skilled in the area of electronics, software, and quality assurance and Minnetronix, Inc. employs people with technical degrees, many with advanced degrees and a variety of backgrounds in medical devices and high-technology including electrical engineering and software engineering, and Minnetronix must recruit and maintain employees from throughout the entire metro and throughout the country; 33 WHEREAS, in her role as Executive Director of the Authority, and the Director of the 34 Department of Planning and Economic Development (PED) Susan Kimberly brought the issue of 35 applying this residency provision to the Minnetronix, Ina transaction and asked far approval of 36 PED's "best efforts" compliance requirements for the enforcement of this requirement; and PAUL, MINNESOTA 37 38 WHEREAS, the Authority's Board of Commissioners made it cleaz that their preference for 39 handling the Minnetronix transaction was to grant a waiver of this provision for the Minnetronix 40 41 42 43 44 45 46 47 48 49 50 51 52 53 transaction; and os-��5� WF3EREAS, � ven this direction by the Board of Commissioners the PED Director agreed to approve this waiver and bring this resolution to the City Council. NOW THEREFORE, TT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE C1TY OF SAINT PAUL AS FOLLOWS: 1. The City Council hereby waives the residency requirement of the Living Wage Resolution for the Minnetronix, Inc. transaction. 2.
