An� inspection� was made September 19, 1966 of the above-described �
property, which is a three-story, single family frame dwelling, ap- ' �
proximately 50 f eet wide and 84 feet long, and is vacant and stand- �
in�g open at the present time. The following are items concerning �
conditions of this property as noted by our inspector during this { ,
inspections � .

Th�e front and rear entrance stairways ar.e in dilapidated cond-ition, :�
with the steps worn and broken. The porches are in'poo� condition ��
wi�th the stone work deteriorated, as is the, porch floor and �support-
. ing columns. The windows in al� of the rooms on the f irst floor are ��
broken, and sections of the siding are in poor conditi�n, showing ��
evidence of rot, as are the cornice and trim boards. ��

�The pipes and the plumbing system have been bac�ly damaged by �� ;, I�
vandalism. ; ,,

The first floor contains six rooms� all damaged by vandalism. The �+
�floors are in a rotted condition in the kitchen area. The plaster '{
,is damaged, � loose and cracked in all of the rooms� The doors have ±� ,
been torn off of the hiriges in the kitchen. The stairway railings �_
have been broken loose, and the entire floor has debris strewn abou . �; :.

SECOND FLOOR � t

The second. floor contains six rooms, all damaged by vandalism. The ��
bathroom lavatory has been torn out of place. The windows and door . �� ..,
are all broken, and plaster is damaged and badly cracked in all of ;; ;,
the rooms. The attic area shows considerable damage by vandalism. �� `

The plumbing system has been d3.sconnected, with� the fixtures broken �$
and damaged. The electrical system has been disconnected and also �'�
shows evidence of damage by vandalism. �E

It is the op3.nion of this department that this property is beyond ��
reasonable repair and should be ,wrecked. However, if it is your s� �
decision to rehabilitate this property it will be rtecessary that it " _�
be brought into compliance with the current Code requirements� This '�
is necessary as this property will require an expenditure of more '� �t
than one=half of its present value in order tfl restore it, and when ;; ,
the repair work exceeds more than half the valuation the entire ;�
property must be brought into compliance with the current Code. As =
of� this date this department has not been contacted by any of the ��
interested parties as to a rehabilitation program. �!

Therefore; it is the conclusion of _the Bureau of Public Buildings =F �
that by reason of inadequate maintenance, dilapidation, physical �`
damage, unsanitary condition and abandonment that this building ;�
constitutes a hazard to public health, safety and welfare. It is ' � �
the further recommendation of the City Architect that the Council �r ��
hold a public hearing at ten o�clock A.M, on Tuesday, March 21, z; i
1967 to consider the advisability and necessity of ordering the cor- �`
rection or wrecking an.d removal of the stTUCture on the subject }+
property, and that the City p,rchitect, on behalf of' the City Council, ;,
notify by mail the record owner of the property in question at the R�
