� WHEREAS, There is not sufficient time to allow for the '
advertisement and taking of bids for services; and � '
-� WHEREAS� There is a need for guard services to protect � -
said buildings until the lst day of July, 1967; and :
WHEREAS� The City Council hereby finds that a failure '
to act promptly will work an in�ury to the property known as the , ;
old Aneker Hospital and that an emergency exists in accordance ;
with Section 291 of the Charter� now� therefore� be it •
RESOLVED� That the Purchasing Agent� with the consent i ;
of the City Comptroller and Mayor� is hereby authorized and � ,
directed to enter into an agreement with Midwest Building I
Services� Inc. to furnish guard service� for the City of Saint -
Paul and the County of Ramsey old Ancker Hospital at 495 ` -
Jefferson Avenue� Saint Paul� Minnesota, under the same ` �
terms and conditions as heretofore furnished under Comp- � s �
troller' s Contract #G4087 until such time as title is �
. transferred to a new owner but shall not exceed or continue � :
after July 1� 1967. � ;

WHEREAS, Section 297 of the Saint Paul City Charter - �'.
requires that all contracts in excess of �2 ,000 be made only : j
upon competitive sealed bids and after advertisement thereof; ; -I

WHEREAS� Section 291 of the Charter provides in part: ;
