Following is a report of the Building Departm�ent on the condition +
of the property known as 973 Laurel Avenue, a single family frame
dwelling and a detached garage. The owner of record is Lakestate =
Investments, Inc. , and the following appear to have an interest: �
� Mortgage �lssociates,, Inc. of Milwaukee, Wisconsin, Greater New
York Savings Bank of Brooklyn, New York and John P. Vitko, Attorney �
representing Greater New York Savings Bank.
The legal description of the property is, Lot 5, Block 4, Fore- �
paugh�s Division "�". . � �
An inspection was made of this property on December 8, 1966 and � '
the following is a report of the conditions at that time. The
property is classified as a single family dwelling of frame construc- ,
-�ion, two and one-half stories in height; approximately 30 feet wide, :,
52 feet long and 28 feet high. The property is vacant, is standing . � �
open and has been extensively damaged by vandals. There is also a ; �
16 foot by 20 foot garage at the rear of the property that is �
standing open and is in a dilapidated condition. '

EXTERIOR
The exterior conditions indicate that the mortar joints in the chim-
ney are deteriorated� the front and rear stairways and porches are '
in a dilapidated condition by reason of rotting wood and no main- ;
tenance. The door and window glass has been broken in most of the
first and second floor windows, and the roof is beginning to sag.
BASEMENT
The .basement is of limestone construction which has eroded mortar
join.ts, the concrete floor is badly broken with much unevenness, r
and with considerable debris strewn 'about. The stairs to the base-

ment are very hazardous due to dilapidation, and are unsafe to use �
• The basement windows are all broken and the window frames are rotteci.
FIRST FLOOR ,
The first floor contains five rooms and a bath and is debris laden �
throughout. All of the rooms have an extensive amount of broken � ;
and cracked plaster, the floors are sagging and out of level, and �
the interior of all the rooms has been subjected to extensive � j � ,
vandalism. �
SECOND FLOOR -
The second floor contains five rooms and a bath. The plaster is in�
poor condition, with sections being cracked and falling. The floor�s�
are badly sagged, and there is indication of structural weakness or
the floors being heaved by a frost condition. � ,
ATTIC
The attic contains two rooms. The p�aster is in poor condition �
throughout, the raf ters are sagging, ' and the stairway is in a
dilapidated condition.
The plumbing system has been disconnected, as has the e�ectrical '
service. The gas furnace has been shut off by Northern States ;
Power Company. �
ACCESSORY BUILDINGS
There is a 16 foot by 20 foot garage at the rear of the property
that is in a dilapidated condition, with the windows and doors broke `
and the building is settling out of plumb. �
A followup inspection was made on April 18 and the inspector indicat s � ,
that the property is still standing open, and is in a more advanced
state of dilapidation than was indicated in the December 8 report. � '
�
If it is the opinion of the owners of this proper�l:y that it can be '
rehabilitated,. it will be necessary that they submit the list of �
the corrections they propose to make regarding the structural condi- =
tion of the building, electrical, plumbing and heating systems, with , ��
a schedule for the completion of the rehabilitation program, along �
with the application for the permits. In the meantime, it will be
necessary that the property be properly secured so as to prevent �
entrance by unauthorized persons, and that all combustible materials
be removed from the interior of the structures. �
If this alternative is not taken, it is the conclusion of the Bureau �
of Public Buildings that by reason of inadequate maintenance, dilapid �

tion, physical damage, unsanitary condition and abandonment that
these buildings constitute a hazard to public health, safety and �
welfare. It is the further recommendation of the City �rchitect
that the Council concur in this conclusion and refer the matter to
the City Attorney�s office for preparation f or submission of this co
demnation to the District Court, and the completion of the condemna-�' �
tion proceedings. � '-
