The limestone foundation in the basement is deteriorated, and the structural members of wood supporting the house are rotting; d. The plaster throughout the house is in . poor condition and is falling off the walls and aeilings, the floors sag and are out of level� the interior stairways . are in an unsafe condition� and the plumbing fixtures have been damaged; },: , e. The building constitutes a nuisance and } a ��azard to the public health, safety and ' , , welfare because of its physical damage, dilapidation and inadequate maintenance; , f i � 1 � � , �t �, � , f�?s�s��,��_i..�A i 9 � � • � ` Page 3. � f now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Section 463.15 through 463.26 and based upon the foregoing findings of the Council of the City of Saint Paul, the Council does hereby make the following Order: ORDER i l. The~owner of the above-described building shall make the same safe and not detrimental to the public health, safety and welfare by having the said building razed and the materials therefrom removed ��op����the premises within thirty (30) days from the date of ! the:,'service of this Order, or� in the alternativ , correct the above-described hazardous conditions and begin to correct the hazardous conditions within thirty (30) days from the date of the service of this Order by doing the following:€� �' a. Remove all paper and other combustible �;' materials from the building and securely close and keep closed all doors� windows or other - openings in the building; b. If the building is to 'be used for human habitation� all of the above defect3.ve conditions � ' must be corrected and the owner must submit a . list of proposed corrections together.. with the E schedule for the completion of the rehabilitation program and further that the owner apply for the necessary building permits in the office of the j • City Architect within the thirty (30) days imposed � herein. � � 2.
