WHEREAS, the Winter Promotion provides economic impacts for area establishments including restaurants, atCractions, retail, and arts and cultural venues; and WHEREAS, the Marketing Deparhnent has previously supported the efforts and programs offered by these non-profit organizations for community events that attract people into the city and these funds are included in Marketing's 2005 adopted General Fund budget, which was deemed by the City Council that these expenditures are for a public purpose.
