WI�REAS, the City of Saint Paul benefits economically in marketing and promoting state-wide
attractions and events taking place in the City of Saint Paul; and
WHEREAS, Culture Inc., Minnesota Landmarks/Landmark Center, and the Saint Paul Festival and
Heritage Foundation are non-profit arganizations whose purpose is to produce community events
that generate traffic and create a presence for Saint Paul in the winter season; and
WHEREAS, the Winter Promotional Events will include the WinterSkate Ice Rink, Five Star New
Year, and the Saint Paul Winter Carnival; and
WHEREAS, these events are free or low-cost and open to the community as a whole; and
WHEREAS, the organizations have submitted the attached proposed itemized expenditures in which
city funds will be spent from activity numher 00252-0545 from the Citizen Service, Marketing
budget.
WHEREAS, the Winter Promotion provides economic impacts for area establishments including
restaurants, atCractions, retail, and arts and cultural venues; and
WHEREAS, the Marketing Deparhnent has previously supported the efforts and programs offered
by these non-profit organizations for community events that attract people into the city and these
funds are included in Marketing's 2005 adopted General Fund budget, which was deemed by the
City Council that these expenditures are for a public purpose.
TxEREFO�, BE 1'r RESOLVEn, that the City Council approves the sponsorship of these events and
authorizes the appropriate city officials to contribute $15,000 to Culture Inc. for the WinterSkate Ice
Rink, $5,000 to Minnesota Landmarks/Landmark Center for Five Star New Year, $15,000 to the
Saint Paul Festival and Heritage Foundation far the Saint Paul Winter Carnival.
