WHEREAS, as presently constituted, the retirement program administered
by the Public Employees Retirement Association provides inadequate retirement,� + � �
disability and death benefits, while being unduly expensive to the employee an�.i .
employer when costs are related to antipated benefits; and � - �

WHEREAS, the present P. E. R.A. retirement program does not allow : ., '
for participation in O. A. S. D. I. (Social Security) programs, includi.ng the 'I � -
Medicare program, and , f �'

WHEREAS, since the benefit payments under the Social Security progr m
are not fully funded by employee and employer contributions, and this deficit i�s �
made up through general taxation, the public employee is forced to contribute I � ,
to the maintenance of a program from which he derives no benefit; and I . �
�,y '
• WHEREAS, the present P. E. R. A. retirement program fails to acknow�edge � �
and provide for mobility in employment, which mobility is a major characteri�tic, t
of contemporary society, and therefore, the retirement program operates agaGnst
the recruitment of qualified person.nel into the field of local government in the �
State of Minnesota; and '

WHEREAS, the coordi.nation of P. E. R. A. with the Social Security pro
gram would permit mobility in employment without the los s of retiaement
credits earned while in public employ, and further provide adequate death and
disability provisions to protect the family of the public employee; and �

WHEREAS, the Public Employees Retirement Association pension fund � ;

is actuarially unsound, and the actuarial deficit of this fund is increasing each ; .
year; and . �

WHEREAS, experience with other retirement funds with exce`ssive deficits

indicates that, when such funds were coordinated with O. A. S. D. I, the deficits ' �
were substa.ntial�ly reduced over time; and ; � f

Hennepin County League of Municipalities have adopted resolutions callin.g I'
for the coordination of P. E. R.A, with O. A. S. D. I. ; and �� �

WHEREAS, the inclusion of an option feature i.n such legislation whic �' �
would permit current employees to select the retirement program most beneMl �
ficial to the individual would meet the dictates of equity constantly sought by ��
government; • �� ;

NOW, THEREFORE BE IT RESOLVED by the City Council, City of +
S�t. Paul, S��ate of Minnesota, as follows:

The S�t. Paul City Coun.cil endorses and supports the proposal for F -
coordination of P. E. R.A, a.nd O. A. S. C. L embodied in Senate File 127 '
and House File 263, and hereby urges the Ramsey County delegati�n work � t
for the adoption of this legislation. � _
