It has been �stated that municipal E ,��. buildings are the largest investment in a city, ; streets and utilities second, and that trees constitute the third. Failure to adopt a � f� $ound Dutch Elm Disease program in St. Paul will result in auffering � i serious financial and aesthetic loss. � ' , � � � The control program followed in St. Paul places � (1) greatest emphasis { s on sanitation, and (2) the application of chemical control in areas � � of disease incidencee Both are designed to reduce the elm bark � beetle population, and hence the disease. i � - I k � . Survey work this past year has revealed elm bark beetle populations in various locations throughout the city. The causal fungus was � �. identified in eight trees at locations on Cromwell, Dayton, Lincoln, ' , Como, E. Fifth and E. Sixth. These eight treee comprise 40� of the diseased trees found in St. Paul since advent of the disease in 1961. � � � Without control thio is explosive -- more dying elms, more beetles, � ."; more infections, in a rapidly increasing ratio. The requested Dutch Elm Disease operating budg� for the 1967-68 fis- 1 ; cal year is $141,735e00 -- 45.3 cents per capita. The Forestry Divi- G �' sion's operating fiscal year is from July 1 to June 30.
