The following is a report of the Building Department on conditions f �
of the property known as 53 Lyton Place, owned by Eugene Schway, i -'•-
and the following appears to have an interest: Minneapolis Savings ! '-
and Loan Association. � =,

The legal description of the property is, Lot 8, Block l, Lyton�s �; _
Addition to Saint Paul, Minnesota. � �
Ins ection was made on September 6, 1966, October 17, November 8 �4i.

and December 8, 1966; January 26, March 15 and April 3, 1967 by our .
Building Inspector. Plumbing inspections were also made on March 14 �� '
April 28, and November 29, 1966; -Jarivary 23 and March 17, 1967. The �E �
following reports were made on the property: The property is clasi ` '
• sified as a single family dwelling of wood frame construction, one � �'
and one half stories in height,� with - a stone wall foundation. The ,� ,
building is 22 feet wide, 44 feet 6 inches long, and 24 f•eet high. j� :
The structure is presently vacant and not secure. , ;

The building is out of plumb, composition siding is very poor, �
-� �� = cornice is rotted, all -windows are broken o�at, the, rear porch has E•,�

been removed leaving a partly wrecked platform, the roof sags� r, ��
roofing is very poor, bricks in the chimney are missing, and the � .;�
yard is littered with debris. �

� The - stone wall is badly eroded, there is only a dirt floor, there !.*��
is no stairway, and floor joists and posts are rotted.

There are three r�oms on the first floar. The living room has no �
plaster on the ceiling, there are large holes in the walls, the ;
floor sags and glass is broken out of doors and windows,

Kitcheris Ceiling has partly fallen� there are holes in the plastere :
wall�s? floor boards are broken and sagging, .doors and windows are

Bathroom: There are no f ixtures, and holes are in the floors and �
windows. � '
SECOND �LOOR r
This has three badrooms; partition walls are broken, p].aster in the =
ceilin�g is cracked, � floors are very poor and sagging, and windows '
are brokenf - ' �

The building lias been posted by the Health Department as "Unfit for +
Human Habitation" , and by the Bureau of Public Buildings as !'Danger- {
ous" , }

If it is the opinion of the owners of the property that it can be t �
rehabilitated� it will be necessary that -they submit a list of the I "
corrections they propose to make regarding the structural conditifln � +
of the building, electric, heating and plumbing syster,�s, with a y �
sc he du le for comp le tion o f t his re ha bi l i ta-�ion program a long wi t h C -
application for the permits, In the meantime, it will be necessary '
that the property be p�roperly secured to prevent erttrance by un- -I
authorized persons and all �ombustible materials must be removed .i

If the above alternative is not chosen, it is the c.onclusion of the
Bureau of Public Buildings that by reason of inadequate maintenance,. _!
dilap�.dation, ph}isical damage, unsanitary condition and abandonment i
that this building canst�tutes a -hazard �to public �ealth, -sa�ety and �� -
welf are.. It is the further recommendation of the City Architect that ;
the Council hold a public hearing at ten o�'clock ,�,M. on Thursday, i
April 27, 1967 to consider tYie advisability and necessity of order- f �
ing the correction or the wrecking and removal of the s.tructure on
' sub� ect property, and that the City Architect, on behalf of the City ' �
Council, notify the record owner of the property in question at the
last known address, as well as other interested persons of record, ';
