WHEREAS, Neighborhood Housing and Property Improvement (NHPI) has requested the City
Council to hold public hearings to consider the advisability of revoking the rental registration certificate
for a duplex rental properiy located at 1126 EDGERTON ST and registered to Esther M. Ondabu; and
WHEREAS, on August 17, 2005, NHPI conducted an inspection of said property and issued a
Correction Notice with a compliance deadline of September 1, 2005; and
WHEREAS, on September 6, 2005, NHPI conducted a reinspection of said property and found

lack of compliance with the previous order; and
WHEREAS, on September 7, 2005, NHPI sent the holder of the rental registration certificate for
the subject property, Esther M. Ondabu, a$50 excessive consumption bill, addressed to 8216 Hampshire
Court, Minneapolis MI� 55445, the address on said certificate; and
WHEREAS, as ofNovember 10, 2005, said $50.00 has not been paid, and Legislative Code
§51.06 (a) (v) provides that non-payxnent of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on October 20, 2005, NHPI notified Esther M. Ondabu of the need to arrange an
interior inspection ofthe subject property; and
WHEREAS, as ofNovember 10, 2005, an interior inspection has not been arranged, and
Legislative Code §51.06 (a) (III) provides that the imposition of an excessive consumption fee is grounds
for an interior inspection; and
WHEREAS, on September 22, 2005, NHPI conducted a reinspection of said property and again
found lack of compliance with the previous order; and
WHEREAS, on September 22, 2005, NHPI sent the holder of the rental registration certificate
for the subject property, Esther M. Ondabu, a$75.00 excessive consumption bill, addressed to 8216
Hampshire Court, Mu�ueapolis, MN 55445, the address on said certificate; and
WHEREAS, as ofNovember 10, 2005, said $75.00 has not been paid, and Legislative Code
§51.06 (a) (v) provides that non-payxnent of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on October 20, 2005, NHPI sent Esther M. Ondabu the proper Notice of Intent to
Revoke Rental Registration (copy attached); and
' WHEREAS, Esther M. Ondabu has not appealed said notice and the time far filing an appeal has
expired; now therefore �' ( ��
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order conceming the subject property at 1126 EDGERTON ST .

That the subject property is a duplex rental property that is required to be registered with
the City's Rental Registration Pmgram.
That the holder ofthe Rental Registration Certificate for the subject property is Esther M.
Ondabu.
That said certificate holder has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate holder has been requested to allow an interior inspection of the
subject property, which has not been arranged.
That the notification requirements of Chapter 51 have been fulfilled and the time for an
appeal has e�:pired without an appeal being made.

The above-referenced Rental Registration Certificate issued to Esther M. Ondabu for the
duplex rental property at 1126 EDGERTON S, Saint Paul, MN is hereby revoked.
It is further ordered that a copy of this resolution be mailed to Esther M. Ondabu.

I am writing to you in your capacity as the holder of a rental registration certificate for 1126 EDGERTON ST,
St. Paui MN.
Xou aze hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paut Legislative
Code, of the City's intent to revoke the registration certificate for 1126 EDGERTON ST based on the
following:
Qn August 17, 2005, this department conducted an inspection ofsaid property and issued a

of compliance with the previous order.

As oftoday this $50.00 has not been paid.
On September 7, 2005, this department notified you by mail of the need to arrange an interior
uvspection of said rental property.
On September 22, 2005, this department conducted a reinspection of said property and again
found lack of compliance with the previous order.
On September 22, 2005, this department sent you a$75.00 bill for the cost of said reinspection.
As oftoday this $75.00 has not been paid.
On September 22, 2005, this department notified you again by maii of the need to arrange an
interior inspection of said rental property

10. As of today this interior inspection has not been arranged.
I have referred this matter to the St. Paul City Council with a recommendation to revoke the rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal maybe filed pursuant to legislative Code §18.02, by appearin� in person between the
hours of 8:00 a.m and 4:30 p.m on any business day at the City Clerk's Office, Room 110, City Hall, 15 W.
Kellogg Boulevard, St. Paul, NL�1 or you may appeal by mail within the same 13 day time line.
Once the City Council has revoked the rental registration certificate, occupancy of the property is not allowed
until (1) an inspection by Neighborhood Housing and Property Improvement (NHPI) has been conducted, (2) the
Director ofNHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possble to an a meeting to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues aze addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
