We propose to provide our neediest residents with smoke detectors. We wiil register each recipient so that we
can send them a card in the mail each year to remind them to change the batteries in their smoke detectors. Fire

goes for replacing the batteries each year.

Narrative Statement
Projeet Description
Please provide your narrative statement in the space provided below:
Project #1: ARSON PREVENTION. In the past two months the �umber of arson fires has increased 100% in our
city. (see attached graphic) So far this year we have only a 4°/a conviction rate, and most of those convictions
are because we were able to capture the arsonist on videotape. We propose to purchase some arson
investigation tools and equipment that will significantly increase the likelihood of conviction.
Of primary importance to this grant is portable videotape equipment that will be used to monitor sites of arson
sprees. We've experienced frequent arson fires set in the same building, alley, or parking lot. This portable video
recording equipment can be utilized to monitor these sites and actually capture the arsonists in the act.
Otherwise, we have been totaliy unabie to identify any suspects in these spree fires.
This program wifl effect the entire Saint Paul community because arson strikes anywhere in the city.
Our partners will be the Saint Paul Police Department, the Ramsey County Attorney's Office, and the State Fire
Marshal Division. The role that each of these agencies plays in the detection, apprehension, and conviction of
arsonists wiil benefit from improved detection and video documentation of arson fires in progress.
Like most cities, Saint Paul cannot afford to increase iYs budget at this time. We've had to reduce our fire
department by one entire fire company. Although we've done weil to avoid further cuts, no "new" money is
available to further the fight against of arson.
The effectiveness of this program wili be evaluated by tracking arson fire data throughout the city, graphing the
data, illustrating the data on GIS mapping of the city, and by evaluating the effectiveness of our arson detection
and documentation in the courts. Arson fires in vacant buildings, or where the fires are accelerated with burnable
liquids, are especially dangerous to occupant and firefighters. We have to stop arson fires before anyone gets
killed, including our firefighters.
Project #2: We propose to provide smoke detectors to residents who do not already have them. We will register
each recipient so that we can send them a card in the maii each year to remind them to change the batteries in
their smoke detectors. Fire crews will install the new smoke detectors in situations where the residents are
unable to do it themse{ves. Same goes for replacing the batteries each year.
Lower-income people are the Ieast able to afford to buy their own smoke detectors. These lower-income people
are also the most likely to have a fire. According to the NFPA, although 96% of homes have smoke detectors,
70% of home fires occur in homes with no smoke detectors.
We will implement the program by having our fire crews go door-to-door in their response areas and offer to
provide and instail smoke detectors in homes that lack them. Through partnerships with the 17 community
councils, county health agencies, and the Red Cross we will identify absent homeowners who need detectors.
We will continue the program beyond the running of this grant as other sources are available to us.
The program will be evaluated by tracking each smoke detector and compare to our residentiai fires to
determine their performance. Citywide we'll be able to track the overail effectiveness of smoke detectors from
NFIRS data compiled.
Once again, the city does not have the capability of budgeting "new" money for this project. City leaders have
done well to maintain the Ievei of services we presentiy have. Fire prevention funding is oniy 4.7% of the fire
departmenYs annual budget.
Smoke detectors have reduced fire deaths significantly since the 1970s but that success is dependent upon
each home having an operating smoke detector. That's what we're trying to accomplish with this project.

6. Will comply with ali Federai statutes relating to nondiscrimination. These include but are not
limited to: (a) Title VI of the Civil Rights Act of 1964 (P.L. 88-352) which prohibits
discrimination on the basis of race, color or national origin; (b) Title IX ot the Education
Amendments of 1972, as amended (20 U.S.C. Sections 1681-1683, and 1685-1686), which
prohibits discrimination on the basis of sex; (c) Section 5�4 of the Rehabilitation Act of 1973,

purchases.

which limit the political activities of employees whose principal employment activities are
funded in whole or in part with Federal funds.
9. Will comply, as appiicable, with the provisions of the Davis-Bacon Act (40 U.S.C. Seetions
276a to 276a- 7), the Copeland Act (40 U.S.C. Section 276c and 18 U.S.C. Sections 874),

certifications shall be treated as a material representation of fact upon which reiiance wili be piaced when the
Federai Emergency Management Agency (FEMA) determines to award the covered transaction, grant, or
cooperative agreement.
1. LOBBYING
A. As required by the section 1352, Title 31 of the US Code, and implemented at 44 CFR Part 18 for persons
into a grant or cooperative agreement over $100,000, as defined at 44CFR Part 18, the appiicant certifies that:
(a) No federal appropriated funds have been paid or wiil be paid by or on behalf of the undersigned
to any person for influencing or attempting to influence an officer or employee of any agency, a
Member of Congress, an officer or employee of congress, or an employee of a Member of
Congress in connection with the making of any federal grant, the entering into of any cooperative
agreement and extension, continuation, renewai amendment or modification of any Federal Grant
or cooperative agreement.
(b) If any other funds than Federal appropriated funds have been paid or wiil be paid to any person
for influencing or attempting to influence an officer or employee of any agency, a Member of
Congress, an officer or employee of congress, or an employee of a Member of Congress in
connection with this Federal grant or cooperative agreement, the undersigned shall complete and
submit Standard Form LLL, "Disclosure of Lobbying Activities", in accordance with its instructions.
(c) The undersigned shail require that the language of this certification be included in the award
documents for all the sub awards at aii tiers (including sub grants, contracts under grants and
cooperative agreements and sub contract(s)) and that ali sub recipients shail certify and disciose
accordingiy.
2. Debarment, Suspension and Other Responsibility Matters (Direct Recipient)
As required by Executive Order 12549, Debarment and Suspension, and impiemented at 44CFR Part 67, for
prospeCtive participants in primary covered transactions, as defined at 44 CFR Part 17, Section 17.510-A, the
appiicant cestifies that it and its principals:
(a) Are not presently debarred, suspended, proposed for debarment, declared ineligible, sentenced
to a denial of Federal benefits by a State or Federai court, or voluntarily excluded from covered
transactions by any Federal department or agency.
(b) Have not within a three-year period preceding this appiication been convicted of or had a
civilian judgment rendered against them for commission of fraud or a criminal offense in
connection with obtaining, attempting to obtain or pertorm a public (Federal, State, or local)
transaction or contract under a pubiic transaction; violation of Federal or State antitrust statutes or
commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making
4alse statements, or receiving stolen property.
(c) Are not presentiy indicted for or otherwise criminaliy or civilly charged by a government entity
(Federai, State, or local) with commission of any of the offenses enumerated in paragraph (1)(b) of
this certification: and

(d) have not within a three-year period preceding this application had one or more public
transactions (Federal, State, or local) terminated for cause or default; and
B. Where the applicant is unabie to certify to any of the statements in this certification, he or she shail attach an
expianation to this appiication.
3. Drug-Free Workplace (Grantees other than individuals)
As required by the Drug-Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for
grantees, as defined at 44 CFR part 17, Sections 17.615 and 17.620:
(A) The appiicant certifies that it will continue to provide a drug-free workplace'by:
(a) Publishing a statement notifying empioyees that the unlawful manufacture,
distribution, dispensing, possession, or use of a controlled substance is prohibited in
the grantee's workplace and specifying the actions that will be taken against
employees for violation of such prohibition;
(b) Establisfiing an on-going drug free awareness program to inform empioyees
about:
(1) The dangers of drug abuse in the workplace;
(2) The grantees policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation and employee
assistance programs; and
(4) The penalties that may be imposed upon empioyees for drug abuse
violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of
the grant to be given a copy of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a
condition of empioyment under the grant, the employee will:
(1) Abide by the terms of the statement and
(2) Notify the employee in writing of his or her conviction for a violation
of a criminal drug statute occurring in the workplace no later than five
calendar days after such conviction.
(e) Notifying the agency, in writing within 10 calendar days after receiving,notice
under subparagraph (d)(2) from an employee or othervvise receiving actual notice of
such conviction. Employers of convicted employees must provide notice, including
position title, to the applicable FEMA awarding o�ce, i.e. regionai o�ce or FEMA
office.
(� Taking one of the following actions, against such an employee, within 30 calendar
days of receiving notice under subparagraph (d)(2), with respect to any employee
who is so convicted:
(1) Taking appropriate personnel action against such an employee, up
to and inciuding termination, consistent with the requirements of the
Rehabilitation Act of 1973, as amended; or
(2) Requiring such employee to participate satisfactorily in a drug abuse
assistance or rehabilitation program approved for such purposes by a
Federal, State, or local health, law enforcement or other appropriate
agency.
(g) Making a good faith effort to conti�ue to maintain a drug free workplace through
implementation of paragraphs (a), (b), (c), (d), (e), and (fl.

smoke detectors and arson detection and prevention equipment, and
WHEREAS, the public purpose is to enhance public safety by providing life-saving
smoke detectors to citizens in Saint Paul and to detect arson crimes sufficiently for
prosecution, and
