WHEREAS, the County Welfare Board of the City of t
Saint Paul and the County of Ramsey was created by an Act t

�� the Saint Paul-Ramsey Hospital and the Ramsey County Home; and �

operations, including public assistance grants, medical care ' �
_ and services, are derived from taxes levied by the County of �- �
`' Ramsey, the City of Saint Paul and the Federal and State ^ � t
matching grants, receipts and collections from other public : �
and private sources; and .

� nished by Ramsey County and Saint Paul is less tfian 50/ of the ' .
entire Welfare Board budget required; and - -

since these sources are subject to changes in Federal and State =
�' legislation and to economic conditions in the community beyond `

' Agreement between the Welfare Board and the City Council and County �� ; �
i � Board. This agreement states that the Welfare Board will not spend � i
j ; or encumber any funds in excess of the total budget until it had the �11 `
approval of the Welfare Budget Advisory Co�ittee and authorization �I:
� � from the City Council and the County Board. It also agrees• that the �� '
f City Council and the County Board may increase the budget appropria- �
4 � tion and estimated receipts if necessary, and that if an emergency � '
' i exists and more general relief funds are needed than were appropriated, �
, and there are no excess receipts to meet the emergency, the;Welfare , � �
' Board will request that the necessary funds be furnished, and the City � `
E Council and the County Board agree to appropriate the additional funds, f
