An ordinance amending Chapter 73 of �the
Saint Paul Legislative Code pertaining to
C�ivil Defense. ,
THE COUNCIL OF TFIE CITY OF S9INT PAUL DOES OB.DAIN:

Seetion 1. That Chapter 73 of the Saint Paul Legislative � �
Code is hereby amended by adding thereto two (2) sections to be '
designated as 73.14 and 73.15, respectively, as .follows:
"73•1� - LWhistles and Warning Device� No
unauthorized pe�son shall operate a •siren,
whistle or other arzdible device so as to
simulate an attack or weather �varning without '
• the written permission of the Director of the
Bureau of Civil Defense. This _provision
shall apply to all devices emitting sound
which in the opinion of the Director are
closely identified with the sound for a
TAKE COVEg or ALEgT warning. Emergency , '
vehicles or Fire and Police Bureaus and
ambulances are excepted." � '
"73.15 - fObeying Direction; During a Civil _
Defense emergency every person shall obey all '
the orders of regular or auxiliary members of �
the Police and Fire Departments of the City �
of Saint Paul and all other persons having a ,i
specific Civil Defense assignment and dis- �
playing their official identification." � .
Section 2. This ordinance shall �ake effect and be in �
force �4���thirty days after its passage, approval and
publica�ion. ,

They are merely "bookkeeping" or "housekeeping" actions. All '
but two paragraphs of Chapter 446 of the code dealing with Air
Raid Warnings were completely out of date and�it should be re-
scinded. The two paragr�phs are added to Cha.pter '�3�pertaining , ;
to Civil Defense by the second ordinance. . ,

Both ordinances should be submitted and approved on the same
, day to avoid any lapse in coverage. + � _
