1 WFIEREAS, The Mission of the St. Paul Children's Collaborative is to engage policy-makers, communities,
2 business and other stakeholders to strengthen the social and economic fabric of St. Paul to support the healthy
3 development of our children; and
4 WHEREAS, The Vision of the St. Paul Children's Collaborative is:

• All families in St. Paul are free of abuse and neglect;
• All children are physically and mentally healthy; and
• All children and families participate in and benefit from the social and economic fabric of St. Paul;
and
WHEREAS, The St. Paul Children's Collaborative works to create systems' integration initiatives as a core
component of their work; and
WHEREAS, The creation of an integrated system of service delivery for wlnerable children and families is
part of the legislative mandate of Family Services Collaborarives; and
WHEREAS, Minnesota Statute 124D.23 states, "Each Collaborative must design and implement an
integrated local service delivery system for children and their families that coordinates services across agencies
and is client centered. The delivery system shall provide a continuum of services for children birth to age 18, or
birth through age 21 for individuals with disabilities. The collaborative shall describe the community plan for
serving pregnant women and children from birth to age six."
WHEREAS, The St. Paul Children's Collaborative serves as the Family Service Collaborative far urban St.
Paul and implicitly believes in the necessity and value of crea6ng integrated service delivery systems in St. Paul;
and
WHEREAS, The St. Paul Children's Collaborative has initiated cooperation and collaboration between the
City of St. Paul, Ramsey County, St. Paul Public Schools and community arganizations in developing effective
systems of integrated service delivery to leverage resources and provide comprehensive services to vulnerable
children and families in St. Paul; and
WHEREAS, The Board of Directors of the St. Paul Children's Collaborative seeks endorsement of its
systems' integration initiative from the Mayor and the St. Paul City Council; Now, Therefore, Be It
RESOLVED, The Mayar and the St. Paul City Council hereby support and endorse the systems' integration
initiative of the St. Paul Children's Collaborative.
