_ WHEREAS, the City of Saint Paul must havefa�modern,
comprehensive Civic Center auditorium compleg to maintain
its position as a major convention center and to provide
' its citizens with adequate public facilities for athletic,
theatrical, and cultural events ; and
WHEREAS, the City Council, working cooperatively with
the Metropolitan Improvements Committee an.d with labor and
business, has endorsed a realistic Civic Center proposal -
which will make a major contribution to the future of Saint
�Paul and keep our city moving; and
WHEREAS, the Trades and Labor Assembly and the Chamber
of Commerce have independently endorsed the Civic Center
project as of priority importance to the City of Saint Paul ;
� and
WHEREAS, businessmen of Saint Paul, through the efforts
of the Chamber of Commerce , are willing to underwrite the
success of this project through pledges of private capital;
now, therefore, be it
RESOLVED� by the Council oY the City of Saint Paul, that
. the Trades and Labor Assembly, the Cha.mber of Commerce , and
� � the Saint Paul business commu.nity be commended for their -
� public 'spirit of cooperation and harmony and for their
� � leadership in support of the Civic Center proposal, and
� . ..� be it further

o• � RESOLVED, that the Council concu`rs in and supports
' continuing action based upon the previous actions of the
� Council in applying for planning grants and redevelopment
N grants for the Auditorium area, to make the Civic Center a
� reality, as part of an overall program for the long-range
capital improvement of Saint Paul, and• be it further
RESOLVED, that the Council pledges its continued support
to whatever further measures are necessary to provide Saint
' Paul with an� up-to-date, complete civic center. � 1 1967

� WHEREAS, the Saint Paul Civic Center Project is vitally needed for the ongoing
success of our city and the welfare of our citizens; and
WHEREAS, sufficient use and business already generated and to be generated
warrant such a project; and
WHEREAS, we are of the opinion, from revenue estimates and projections, that
the revenues to be received will adequately cover the cost of the Saint Paul Civic
Center Project; and
WHEREAS, revenue bonds can be sold by qualified bond firms on both the local
'and national markets to enable this project to become a reality;
NOW, THEREFORE, BE IT RESOLVED, that the Chamber of Commerce and the
Metropolitan Improvement Committee urge the City of Saint Paul to proceed at once to
effectuate the Saint Paul Civic Center Pro,ject, and to that end, that the Mayor is
hereby urged to call a meeting of the Ramsey County Representatives to the State Legis-
lature to give favorable consideration to a special Saint Paul Civic Center bond bill
to enable the City of Saint Paul to proceed on this vital project without delay.
BE IT FURTIiER RESOLVED, that as testament to our confidence in this project
and as evidence of good faith on the part of the Business Community, the Saint Paul
Area Chamber of Commerce hereby agrees to spearhead a drive to obtain guarantee
co�nitments totaling One Million Dollars ($1,000,000.00), (i.e, up to $100,000.00 for
each of ten years), to apply toward any-unforeseen decline of anticipated revenues from
parking and concessions to the extent needed to cover the debt service on the revenue
bonds or other suitable financing.

� Adopted February 28, 1967
� WHEREAS:
• l. The Saint Paul Junior Chamber of Commerce is dedi- �
cated to the encouragement and support of civic projects which '
make possible enlarged opportunities for our citizens;
2o The Jaycees have sponsored many programs which con-
tribute to our community life, such as the M�.nnesota State High
. School Hockey' Tournament and the Congress of America' s Ten Out-
standing Young Men, and not only want these programs to return,
but also hope that new programs which cannot now be accommodated '�
will come to Saint Paul; .
3> The Jaycees have given long. and careful study to •
the need for a civic center and auditorium expansion, and firmly
believe that the Saint Paul Civic Center Project is necessary for
continued growth of our City and f or the welfare of our citizens;
� �o The Jaycees are of the �opinion that the Saint Paul
Civic Center Project is soundly conceived and economically viable;
