AMES, City Archi+ect 445 City Hall, 55102 223-4212 February 28, 1967 ������ Honorable �'homas R; Byrne, Mayor � - � _ ° and . � � ,',,:;,;.:e��IerrtJ�e�s of the .�'ity Council ;, .. ,. . rp=..,. � Subjects 618 James Avenue (Also known as 457 Toronto Street) Gentlemertz , FolTowing is a report of the Building Department on conditions of the property known as 618 James Avenue (also known as 457 Tor�onto Street} , owned by F�anc3.s E. and Betty Ann Young� as �joint tenants, and the following appear to have an interestx Bayr Incorporated, a Minnesota Corporationt and Northern Federal Savings and Loan Associa�ion. � The �legal description of the property is, All of Lot 1, Block 31, , except the West 50 feet thereof, Thomas D�ly�s Subdivision of ' Blocks No. 18 and 31 in Stinson, Brown and Ramseyss Addition to � Sairrt �aul. � Inspection was made on November 18, 1966, and again on December � 27, ' 1966, and the following report was made on the property as described above. The property is classified as a two-family dwe11- ing of wood frame construction, two and one--half stories in height, � ' with a 13.mestorie basement� The building is approximately 32 f eet , wide, 38 f eet long and 28 f eet high. At the present time the ' building is vacant and is standing open.� . � EXTERIOR � � The , chimney mortar j oint's have eroded arid ar-e in need of repair to I prevent the bricks from falling, The exterior _stairways, both front and rear, are in a dilapidated condition and are hazardous. The structural members supp�orting the building are in a dilapidated condition an:d �how evidence of dry rot� The concrete flovr is in poor shape as 3.t is cracked, b�oken and � deteriflrating�. I FIRST� FLOOR i There is indication that the first floor jois.ts and }�eams are ! sagged, which is pr�obably caused by the rotting as listed under the basement� The rooms are littered with considerable debris� The building is not heated artd the electric service has been dis-- connected. � - Th� ir�spectvr was unable to check the second floor or attic of the i property, but does riote from the exterior that the roof is sagging. _ It is' the conclusion of this department that the building is in a very dilapidated conditiorr and is too far deteriflrated to be practical to repair. If it is the apinion of the owners of thi� property that it can . � I be rehabilitated, it will be necessary that they submit the list of the corrections they propose to make regarding tY�e stru�titral � cor�ditior� of the build3.ng, ele�trical arrd heating systems, with a � sc�hedule fo�c the completion of the rehabilitation program, along � � with the application for the permits� In the meantime it will be ' necessary that the property be prope�ly se.cured so as to prevent entrance by ur�authorized persons, and all combustible materials � remo�ed frqm the inter3or of the structure. If this alternative is riot taken, it is the conclusion of the � Bureau of Public Buildings that by reason of inadequate maintenance, ' d�lapidation, physical damage, unsanitary conditiorr and aba�rdonment that th3.s building constitutes a hazard to public heaJ.th, safety and welfare.
