Mortinson, a membe of e C cil I � of the City of Saint Paul from 1946 to 1964, was s one from , this life by Almighty God on the 29th day of May, �.967, at the age o� 61 years, after a prominent and consistently meritorious career, most of which was spent in the field of municipal govern— ment and related civic affairs, wherein he achieved outstanding ' recognition in the areas of governmen.tal innovation and moderni— ' zation and was lon.g recognized as a leader in the f ield of promoting better public employee benefits and workin.g conditions ; he served as Commissioner of Public Works from 1946 to 1948, Commissioner of �Public Utilities from 1948 to 1g54, and , Commissioner of Libraries, Auditorium an.d Givic Buildings �rom ' , 1954 to 1964, and while in the latter post, he led city and civic forces in the development and construction of the St. Paul Civic Arts Center, and prior to his service with the City of Saint Paul he achieved a distinguished record of military service overseas with the 66th Infantry Division of the United States Army during World War II; and � � WHEREAS., his demise has occasioned recognition of great � loss to the City of Saint Paul an d its citizens and a great sense of deprivation�.and grief to his survivors, his wife, Dolores, two stepchildren, Mrs. Joseph Casalenda and Gerald LaFavor two . sisters, Mrs. Mary Louise Koenig and Mrs. Robert (Mona� �ialligan� ' two brothers, Matthew and Patrick, and to his other relatives and his legion of fri.ends; it is hereby � �'�r RESOLVED, ThatY the Counc il of the City of Saint Paul, in � its own behalf and in behalf of the City of Saint Paul and its � citizens� hereby takes and records cognizance of the aforesaid " �* egtensive, prominent, and exceedingly meritorious career of said ' � .D Severin A.
