WHEREAS, reports have been rec;eived that insurance on
homes in the Summit-University area can be obtained, if at
all, only upon the payment of egtremely high premiums �
compared with those on homes elsewhere in the City; a,n.d

WHEREAS, the Mayor wrote on May 16 to Mr. Edwin L.
Wang, Commissioner of Ins,urance of the State of Minnesota�
_requesting a State investigation to determine whether these
reports indicate a practice in the insurance industry; and
WHEREAS, by letter of May 22� of which a copy i� attached�
�it was indicated by the State Insurance Division that the
Division had apparently delegated its authority in this .
� andPect to a public relations man for the insurance industry; �
.
WHEREAS, it is the opinion of the Council that an investi-
gation of this problem should be carried out by the State
insurance division itself, and that the Division should not �
- rely exclusively upon the in.dustry about which the complaints
. are being made for its information; now, therefore, be it

__ - �. RESOLVED� by the Council of the City of Sain't Paul� �-
that the Council formally requests the Governor of the State
o � �-a of 'Mnnnesota to instruct his Commissioner' of Insurance to
� � order a complete and thorough investigation of this problem

, o � fusing to insure homes in the Summit-University area except
p upon the payment of egtremely high premiums and to suggest
� � possible solutions to such problems which, after investiga-
� tion, the Division finds to egist; and be it
FURTHER RESOLVED, That the City Clerk is authorized
and directed to forward a copy of this resolution to the
Governor and the Commissioner of Insurance of the State of

�ecutive Director Robert Provost of �he hiinnesota Insurance
Information Center and the writer have represented �.ctir� Commissioner
7�'+ang on insurance ma,rket problems arising in the Twin Cities area.
The first incident came to our a�tention in connection wi.th the
��. P�ul Pioneer Press Z�Iarch 9 newspaper article "Homeowners
Protest Insurance Blackout, " which pinpointed Slunmit-University
as an insurance problem area. �Iro Provost, who represents all
licensed insurers, contacted those described in the March 9 news
release and established a communication program by responsible
community leaders whereby all complaints dealing with cancellations
and termination of insurance policies would be channeled. -to the
community leaders who, in turn, would relay the complaints to
I4r. Provost for his personal attention. . .
To our best knowledge, the procedure has produced the desired
results; at least, that is the way it looks from here. The Maxch 9 • .
news release trigger�ed off a flurry of inquiries from �vin City � •
legislators and others, the most recent inquiry dated rZay 5 by the
St. Paul Urban Zeague, which was acknowledged on I�ay 10 as per the
attached photo copy.

� "C Commencing on tho lOth day of June, 1967; and the l�th, day of
f June of every third year therea£ter, the Civil Service Sureau of
� the City o£ Saint �'aul shall conduct � survey of the maxirnum
� �alaxies of Patrolman (or position of equivalent title) in the ten
' comznunities with the largeat populatione �in the area included in
, Ramsey, Hennepin, Washington, Dakot�. and Anoka Counties,
whi'ch.ten largest r�nunicipalities �+ha.11 be spec3fied by resolution
� adopted`by the Council of the City of Saint Paul. Adoption of the
� aforegaid reaolution by the Cour�cil �hall be between the firet
and the tenth days of Jun� of the year in �vvhich the eurvey ie
(1) conducted. The n�ximum 'salaries of Patrolmaan is �uch con�-
munities taking the ealariee of the five af theee communitiee
,, paying the 'higheet Patroiman.ealaries, taking the unweighted
average thereof� shall then ba compared with the exietent maxi-
mum ealary for Patrolman ix� the ,�ity of Saint Paulr,ax�c�-�.x-

in the City o£ $aint Paui so a� to eonform to the afore�aid area
salary average. Iu the event the maxinnum a�lary fo� Patrolman
� is ad�u$ted in accordanCe with the foregoing provieion�, e�uch
per ceat o£ change shall be applied uniformly to the ratee for all .
positions �.n the .Police Group and for all poaitions in the Fire
Group. All �uch changes ehall become effect�ve on the firet day 1
